Apa Masalah Umno-BN ‘Bakul Sampahkan’ IPCMC?

Seawal jam 9.00 pagi saya tiba di “Istana Keadilan” Putrajaya bagi mendengar rayuan berhubung pemindahan kes dari Mahkamah Sesyen ke Mahkamah Tinggi. Apakan daya kes ditangguh lagi keesokkan harinya. Terpaksalah berulang-alik dari Parlimen ke Putrajaya. Apatah lagi sesi Dewan Rakyat kali ini akan tamat pada 2hb Julai 2009 dan saya merasakan perlu untuk menyertai perbahasan rang undang-undang yang bakal dibentangkan kelak.

Alhamdulillah hari ini saya berkesempatan menyertai perbahasan rang undang-undang Suruhanjaya Integriti Agensi Perlaksanaan(SIAP). Saya ulangi kekecewaan ramai dari ahli parlimen kerana kegagalan kerajaan meneliti serta menuruti saranan IPCMC. Sungguhpun saya mengakui hasrat kerajaan untuk melebarkan peranan suruhanjaya ini kepada sejumlah 27 agensi lainnya. Latar asal dari rang undang-undang SIAP perlu diberi perhatian sewajarnya. Pokok pangkalnya adalah terhakisnya keyakinan rakyat terhadap institusi polis.

Sekiranya asas ini diabaikan, permasalahan sebenar tidak akan selesai. Integriti agensi kerajaan terutamanya pasukan polis tercalar teruk akibat salah guna kuasa segelintir pucuk pimpinannya tatkala mereka di bawah tetap berdedikasi mencurah bakti kepada masyarakat. Ketiadaan fasal berkaitan bidangkuasa siasatan  hanya menyebabkan kewujudan suruhanjaya tersebut seumpama melepaskan batok di tangga.

Yang lebih mengejutkan saranan IPCMC ditolak kononnya adalah untuk melindungi ramai anggota polis yang majoritinya orang Melayu. Membingungkan sekali alasan sebegini, sedangkan yang terlibat melanggar jalur hukum merupakan pucuk pimpinan polis. Berselindung di sebalik alasan kaum merupakan alasan dangkal yang cuba memperbodohkan rakyat.

Oleh kerana itu saya menekankan tiadanya iltizam politik pada pihak pimpinan Umno-BN untuk benar-benar memastikan perubahan terlaksana. Tidak hairanlah usaha kerajaan ini seakan fatamorgana yang cuba mengelirukan mata rakyat. Inshaallah dengan usaha dan doa, pastinya yang hak  akan mengatasi yang batil.

    Selamat petang. Tuan moderator mohon jasa baik tuan untuk sampaikan mesej ini kepada Saudara Anwar.

    Sepertimana yang kita semua sedia maklum umno/bn akan membentangkan pindaan undang-undang untuk mengatasi masalah “religion conversion” di kalangan rakyat. Umno sedang merangka strategi untuk memecahkan perpaduan Pakatan Rakyat dengan menggunakan isu tersebut. Antara usaha yang sedang diusahakan adalah mengadakan taklimat khas untuk YB dari kalangan masyarakat muslim sahaja manakala bukan Islam berada dalam kegelapan mengenai isu tersebut.

    Strategi tersebut boleh melagakan pemimpin PR terutama DAP dan PAS.

    Harap maklumat ini membantu untuk “counter” penipuan umno.

    Pada pendapat saya tak perlu kita asyik melihat kelemahan orang lain tapi kita ubah pendekatan agar kita buktikan bahawa kita golongan yang berkhidmat kpd rakyat tp kurang bermain politik dgn asyik menganjurkan ceramah. Tunjukkan kpd rakyat apa pembangunan dan kepentingan rakyat yg kita telah buat secara konkrit. Budaya asyik melihat kelemahan org lain itulah penyebab kejatuhan BN.

    Pada pandapat saya tak perlu asyik mendedahkan kelemahan orang lain, Kalau kita orang politik yang baik tak perlu banyak bercakap dan berceramah. Buktikan kpd rakyat bhw kita adalah pilihan rakyat bukan utuk mencari kesalahan org lain tapi utk berkhidmat demi kebaikan dan kebajikan rakyat. Budaya hanya mencari kelemahan itulah yg telah menyebabkan kejatuhan BN.

    UMNO/BN nak cari jalan mcm mana nak clearkan memori kebencian yg ada didalam otak rakyat
    terhadap menyampahnya selerak idea2 komprisf/progresif digital supaya dpt menambatkan kembali hati rakyat
    terhadap kerajaan memerintah.

    Kita yg berkuasa dinegara ini segera harus mencari jalan bagaimana nak membeli robot tranformer
    buatan US utk kegunaan mencairkan magnet kebencian yg ada d otak rakyat sekarang,justru ini kesefakatan kita untuk mencari dana duit,walau dgn apacarasekalipun asal berjaya.(win-win winner dpt komessen 5juta)tender ni.

    Inilah satu-satu jalan yg tinggal dan bernas lagi proaktif utk kita mencapai menuju semula berkumpul d putrajaya pada PRU13 nanti….so renung2….

    Datuk Seri…sudah dijangka IPMC hanyalah lawak terbaru UMNO untuk 1 malaysia. Jika dilaksana dengan telus dan ditubuhkan, alamatnya KPN dan PN terpaksalah berpindah ke kediaman baru diJAIL SG.BULOH.

    Cadangan IPMC yang kemudiannya ditolak oleh pemimpin umno atas alasan menjaga kebajikan melayu amatlah memalukan. Anggota melayu dalam PDRM adalah yang teramai mengamalkan tabiat rasuah,dan itulah hakikat!

    Jika mahu diselamatkan mereka,moleknya laksanakan penambah baikkan agar anak bangsa kita tidak terus bergelumang dengan dosa rasuah! apakah PM mahu bersekongkol dan mengiringi mereka kenereka kelak? ataupun PM gentar kerana bimbang diheret sama?

    Kalau harap pagar,pagar pun boleh makan padi. Tentulah cadangan IPMC ditolak. Sehingga hari ikan besar yang ditangkap dan dihukum hanya berapa ekor shj. Kes yg dilaporkan tidak diambilkan tindakan. Tabiat menjaga kebajikan org yg belayar dalam kapal yg sama memang telah lama bersemadi di kalangan mereka. Macam mana nak ajar anak ketam berjalam lurus sedangkan bapa ketam sendiri berjalan melintang. Lagi pun Ahli Parlimen BN yg dipilih itu berotak tahi,tak tahu fikir.Bila loceng Parlimen bunyi, mereka tergesa-gesa masuk ke dewan dan terus angkat tangan. Mereka tak tahu apa yg berlaku. Mereka bangkang semata-mata kerana tak sama haluan politik bukan dari segi kepentingan rakyat. Rakyat yg bersatu-padu bawah 1 Malaysia mesti BANGUN dari sekarang dan membuat persiapan untuk menapis org yg hanya menjaga kepentingan
    dirinya dan partninya.Org ini tidak layak dipanggil Wakil Rakyat dalam PRU 13. Ingat!

    1. Why wasn’t the Port of Tanjung Pelepas or its equilavent built during the infancy of Singapore (and its great port), i.e. the period around our independence?

    2. That way PTP and Singapore’s port can compete on a level footing and PTP can bank on its many advantages such as its strategic east-west meeting point at the tip of the peninsular that has made Singapore and its port the great entrepot hub that it is today.

    3. We only have ourselves to blame.

    SHOOTING OURSELVES IN THE FOOT: GIVING EXCUSES TO SINGAPORE.
    1. Malaysia never learns. Again we are giving many ‘free’ reasons for Singapore to cause trouble with Malaysia.
    2. Nusajaya is built near Singapore’s (military) FIRING range. Johor excos now fear for their lives.
    3. Building PTP too close to Singapore that their reclamation works almost blocked PTP’s shipping routes.
    4. Why wasn’t the water treaty renegotiated in XXXX, exactly 25 years from its expiry, so as not to give Singapore the benefit of the doubt as to what AFTER 25 years mean; exactly after, or anytime after? Did someone forget?
    5. You should set the record straight in your memoirs after that which was twisted by Lee Kuan Yew in his.

    US DIPLOMACY: ONE QUESTION, TWO QUESTIONS, OR ‘JUST TWO STATEMENTS’?
    1. Big countries get two questions after their opening statements. Israel too got two questions. So-so countries get only one question. Small countries get NONE.
    2. Singapore’s NEW PM Lee Hsien Loong had ONE question. Not bad. Malaysia’s then NEW PM Abdullah Badawi – in all his hue and cry in wanting to be buddies with Bush and the superpowers – had NONE! “We’ll JUST HAVE two statements” Is Malaysia STILL so small? Or is it just Abdullah?
    3. I noticed you were given unlimited questions during your visit in 2002. it is commendable esp. for someone considered somewhat anti-US. Perhaps Bush had plenty to say as the purpose of that particular visit was to discuss terrorism.

    4. I’m still curios however as to how many questions you got in all your previous visits to the US. Perhaps during the first few it is understandable as you were new and Malaysia was not well known then. However by the 90s with Clinton – given your international standing and Malaysia’s economic boom – you should have made some progress I suppose.

    5. This is not the only double-standard problem of the US; there is more. Leaders (even new ones) of big powers are granted ‘instant, personal friendship’ with the President. Immediately they exchange pleasantries as close and personal as brothers, for instance talking about Elvis and so forth. They also exchange gifts like guitars and baseball bats. To small countries the President ‘just says Hello and Goodbye!’ Apparently leaders from Africa and Caribbean are too ‘ulu’ to know about Elvis Presley.

    6. I wonder why no country has yet to recall their US ambassador and launch a protest. Blatant double standards! This is a mockery to small nations!

    7. Another instance in which blame can’t be totally apportioned to the US is the scope of bilateral discussions. European and Japanese leaders talk about environment, weapons, research etc. For the small countries all they talk about is economy, economy, economy (or rather the lack of it).

    8. Big countries get LENGHTY joint press conferences on nice podiums talking and laughing for a good 30 minutes. Small countries get a miserable 5 minutes for a short statement sitting down on a deck chair. Maybe it’s not that bad but what I’m emphasizing here is the double-standards.

    9. If that is not bad enough, the president even goes on and on about major world issues like Iraq (which could have been mentioned anytime compared to the rare visit by that tiny country) in the presence of the visitor whose country is hardly noticed or mentioned. Great, he has just wasted a short and wonderful state visit which he would probably only get once in his life! (unless or course he rules for 20 years). And worse still he paid millions to the lobbyist!

    10. If smart enough, the visiting leader House would before the photo opportunity cleverly urge the president to give his some questions and more talk time.

    TOP GEAR: RESPECT
    It is good that developing and underdeveloped countries look to Malaysia as a model.

    However, it is also my hope Malaysia does enough also to garner some sort of respect from western countries too.

    Recently BBC’s TOP GEAR hosts poked fun at our PROTON SAVVY, calling it extremely cheap and produced in a jungle.

    Top Gear is a British car program.

    RTM
    The least RTM could do is to SIMPLY COPY to the tee every aspect of TV3, NTV7 and Astro.

    For the love of God, just copy, ikut saja, that’s all.

    Just copy.

    ARMY FOR SHOW
    I might not be a military expert but allow me to present my view. Malaysia’s armed-forces is indeed ‘dormant’.

    I’m not supporting war or anything like that. But what’s the point then of building our armed forces?

    Even if we were to want to go the war it would be impossible. The enemy would simply seek refuge and military assistance from big powers and wisely we would do the same. In the end it would be the armed forces of these big powers fighting the battles for us. Should no superpower want to help us our army is too minute to defend us from the opposing superpower anyway.

    Our military will only be only good for patrolling, training and peace keeping…and of course for putting on a good show during the Merdeka parade (and LIMA).

    Bear in mind that weapons and aircrafts cost millions.

    So how now? Should we simply disband our army?

    AN INCONVINIENT TRUTH: WHAT ARE THESE GREEN PEOPLE DOING IN NATIONAL POLITICS?

    When I say green I’m not referring to freshies or novices, but rather to environmentalists.

    Why is Al Gore champion of global warming (and other environmental concerns) a Democrat and not a member of America’s Green Party?

    Do not be mistaken it has been an old passion. Even while campaigning for Vice-Presidency back in 92 his opponent accused that in Al Gore’s manifesto he promised to channel 100 million of American taxpayer’s dollars towards environmental causes in Africa/overseas. I’m not sure if his opponent accused correctly but if he did then not only is USD100 million siphoned away from Americans, its not even helping to solve health or poverty issues prevalent to Africans, but is instead set aside for Africa’s ENVIRONMENT? By the way America as in today was in 92 facing very much the same war-triggered economic crisis. This passion has stuck by him throughout his Vice-presidency and 16 years later we get ‘The Inconvenient Truth’. What about joining the Green Party? Hmm…I wondered how Clinton managed Gore.

    Another similar person is the German foreign minister. His Green Party entered what was enough to form the governing coalition and its leader opted for the foreign affairs portfolio over environment. But he’s the Green Party leader, no???

    ADVISOR
    Abdullah has been appointed advisor for MAS and ambassador for Islam to Arab countries.

    In all honesty I thought Dr.M would have been a more suitable advisor for MAS and ambassador for Islam to Arab countries.

    Malaysian Airlines is somewhat your pet project too given your sheer interest for aero planes (like the many models by the window in the old Seri Perdana) MAS is also to some extent synonymous with the industrialization and modernization of Malaysia. Proton, Petronas and MAS: these three industrial giants have your imprint.

    Dr.M is a well known as an Islamic leader and spokesperson of the world. The Arabs indirectly acknowledge this fact.

    Abdullah was correctly chosen as advisor to the CORRIDORS. If they wanted to add on, Abdullah should also have been appointed advisor to some agricultural or more so biotech initiative.

    FRIEND OR FOE?
    Many people have placed you in the same league as Lee Kuan Yew and Suharto, i.e. Asian strongmen. Considering this fact, should either one gain stature of any sort, wouldn’t it be diminishing to the other two?

    Why would you pay tribute beyond the ordinary to Suharto, hailing him as a great leader and an international statesman, considering that you too are jostling for such a position? Would Lee Kuan Yew or even Suharto lavish such kind words to you at any time, more so during your funeral?

    It is obvious such words flow from your friendship with him. I wonder whether the same would have been said if he was not close to you. Many people (esp UMNO leaders) have said you have this tendency of being extremely nice and protective of anyone considered to be your friend. This is a major flaw.

    Malaysia and Indonesia are known to be competitors engaged in an unofficial cold war in many issues, including badminton.

    Megawati kept your ASEAN farewell tribute in Bali to a minimal, just mentioning briefly your long tenure and outspokenness, all that just in relation to ASEAN. She didn’t highlight any achievements and the entire speech was ordinary and plain formality. Abdullah did the same in your last UNMO assembly.

    Friend or no friend, you should be smart.

    WHY NO MONUMENT?

    I must conclude by now that Malaysia is not fond or eracting great monuments or honouring men of renown.

    Walls and streets of Cities in Europe teem with statues of leaders, revolutionaries, aristocrats, generals, crusaders, philosophers and the likes.

    There is not a single monument in Kuala Lumpur!

    Wouldn’t it be logical and right to – in addition to preserving Dataran Merdeka as the venue of independence – also to erect a statue of our founding father Tunku Abdul Rahman on that very spot in which he proclaimed independence? Is there a more fitting tribute? Need I say more?

    On a related issue I would like to stress my opinion that word Putrajaya doesn’t quite honour Tunku Abdul Rahman. Why? Putra is the forth word in his complete name and not even part of his first/main name. His main name is Tunku Abdul Rahman, followed by Putra Al-Haj. Putra might even be his father’s name. Obviously the proper name for the new administrative centre should simply have been ‘Tunku Abdul Rahman’.

    I hope the government will not forget to erect statues of Mahathir, Anwar and hopefully Rafidah and the rest when all is over. But alas, I fear I will be disappointed again.

    Now of course the opposite should be said for statues of colonists. Only a nitwit would preserve the statue of Stamford Raffles or Francis Light. At the very strike of midnight of independence these statues should be thorn down and burned.

    THE UFO WHICH LANDED IN THE WRONG CITY.

    What is that UFO called the Putrajaya International Convention Centre doing atop that hill in Putrajaya? Don’t get me wrong; it’s a beautiful piece of architecture. But given its metallic, modern appeal, would it be more sensible as a science centre in Cyberjaya the Hi-tech city instead? And why does our Science Centre look like a golf and country club with that golf ball in the centre?

    Worse still is that visiting leaders during the photo opportunity outside Perdana Putra wonderfully face and point towards the UFO. They should be facing a monument or another complex perhaps.

    The Putrajaya Landmark is another piece of modern metal sculpture that is better off being the landmark for Cyberjaya. Obviously the proper landmark for Putrajaya should have been some sort of stone monument or statue. And the wonderful Cyberjaya landmark spelling CYBERJAYA in alternating blue and green one on top of the other resembles children’s playing alphabet blocks.

    Another building is the parliament. Two halls, many floors! Why is the two-hall parliament (upper and lower house) situated in a multi-storey commercial office skyscraper building? Should it be in a proper hall/complex/court?

    Anyway, it’s not that bad, that is, compared with other countries. The Kremlin resembles onions, Taipei 101 a bamboo shoot, and Singapore’s brand new amphitheatre looks like (and stinks like) Durians.

    Don’t get me wrong. I’m not insulting the buildings. I’m merely questioning the rational behind its style.

    SHIFTING THE CAPITAL.

    Putrajaya should be the new capital city of Malaysia.

    The administration is there.

    The Agong’s palace and Parliament should rightly move there too.

    And apart from e-government what does Putrajaya have to do with technology and the MSC? Putrajaya is just like any other administrative government centre.

    ABDULLAH’S MISSES

    Cakapkan orang sendiri lebih. Abdullah in his busyness picking splinters in Mahathir’s eyes missed the plank in his.

    Abdullah repaired the public service. He missed inserting the KPI (key performance index).

    Abdullah carried out reforms encouraging openness, justice and human rights?
    Why didn’t he review the ISA? Why didn’t he release any detainees?

    Abdullah pushed for biotechnology. Why wasn’t Biovalley revived?

    Abdullah promoted agriculture. Why didn’t he review the Agricultural Policy? Shouldn’t he have insert clauses on Biotech?

    Abdullah tried to be best friends with Bush, Blair and Howard of developed countries. Abdullah officiated the Iskandar Growth Region as well as the Penang monorail, second bridge and PGCC skyscraper. Yet at the same time he ‘mencari damai abadi’, promotes agriculture, cut the budget deficit and adopts a simple Kampong Sg. Penchala lifestyle. Very contradicting!

    AT LAST!
    If Pakatan wins the election in 2012/13, and given that Keadilan has the majority in Pakatan, then Anwar will finally be Malaysia’s PM at the ripe old age of 65. If not, Anwar will pass 70 by the next shot and would have been a have been.

    It would have been redemption of a nice consolatory sort. Anwar by right has lost his chances. He was 51 went removed as deputy in 1998 and has since wasted 6 years languishing in jail and a good 10 years till 2008 altogether. Anwar is no longer the bright young Islamic firebrand student activist he was in the 70s. Those were the days. He is old.

    Given those wasted years, it is now impossible for Anwar to establish a long legacy like that of Mahathir or Lee Kuan Yew, who went through long years charting numerous endeavors.

    The only possible reason and purpose left for Anwar to be PM is simple to accomplish his reform agenda.

    My guess is that Anwar might another Mandela or Aung Sang Su Kyi; spending an entire life fighting the institutions and establishments, only to finally win, bring about the change fought for, and bow down in victory, triumph and accomplishment. Anwar is a reformer.

    It is not just the PMship, but rather the entire journey that counts.

    Anwar should bank on his high local standing and international profile to move to the forefront of national and international arena even now and more so regardless of whether he become PM or not. He is already well established.

    Mahathir the builder, Anwar the reformer.

    ENIGMA
    On one prespective is Mahathir the builder, modernizer, patriot, nationalist, international statesman and great strongman of Malaysia. On the opposite side is Mahathir the dictator who suppressed democracy, freedom and human rights.

    Usually one is either the hero or the villain; very seldom both. So which is it?

    PUSHING FORWARD THE DATE OF DESTINY

    Our PMs are too old. You started in 1981 at 56 the retirement age. You started work when others start retirement! Abdullah was PM at 64! Muyiddin is already 62. You only became internationally well-known in your 70s. Our country is being ruled by grandfathers and great-grandfathers. Great!

    Lee Kuan Yew became PM at the tender age of 42. Kennedy and Clinton took their oath in their 40s. Yet the UMNO Youth Chiefs are older.

    All this about political maneuvering and position jostling all his life only to finally become PM in his twilight years…
