Keynote Address at Plenary Session of the US-Islamic World Forum, Qatar

“Common Challenges: Addressing Together Emerging Global Issues”, Malaysian Parliamentary Opposition Leader Anwar Ibrahim’s keynote address at Plenary Session of the U.S.-Islamic World Forum, 14 February, 2009, Four Seasons Hotel, Doha, Qatar.

Much has already been said about the past — the missed opportunities and the broken promises of a country that many in the Muslim world hold in high esteem.

Our deepest fears were abated with hope that the Obama administration would honour the promises of a new agenda to re-engage with America’s friends and foes around the world in the interests of greater peace and in the pursuit of justice and liberty.

We see a president committed to the values of freedom and democracy, a president who believes that the critical issues dividing the United States and the Muslim world can be resolved not through fiery rhetoric and bellicose language but by positive engagement in a language of mutual respect.

The new administration in its infancy has made some significant moves already to answer those calls for change. A tangible end to the Arab-Israeli conflict is not yet visible, however, the appointment of George Mitchell as Middle East envoy is a welcome step, as is the anticipated withdrawal from Iraq, a rethinking of the approach in Afghanistan; an admission that Guantanamo Bay is a betrayal of America’s principles; and clear statements against the use of torture. Even the mention of a hadith in a speech by Obama that as humans we ought to be guided by the universal truth that no harm should be enacted upon a person that one would not want foisted upon oneself struck a chord in the Muslim world.

We hope that in the new administration we find a more credible partner – both in resolving the most vexing political and security issues of our time, but also in pursing an agenda for sustainable economic development.

Poverty remains a key issue across Asia, the Middle East and much of Africa and provides a meaningful context in which to pursue a common agenda. Such an agenda would bring great benefit to millions subsisting on just a few dollars a day. In the context of the global recession there are clear avenues for cooperation to stimulate growth that could revive ailing economies including those in the developing world, and ameliorate its global negative impact.

Muslim countries cannot be mere bystanders in this era, nor can they place all their hopes on the possibility of a sea-change in American foreign policy.

No edict of the United States would change the state of affairs unless we witness real progress in ensuring that governments in the Muslim world are more responsive to the aspirations of their people and fulfil their legitimate expectations.

We need look no further than Indonesia – which in 1998 made the unprecedented peaceful transition from military authoritarianism to democracy. This happened virtually overnight and without the intervention of a single foreign soldier. No less significant is Turkey, which now stands as perhaps the most mature Muslim democracy in the world.

But these examples are too few, and in between is a sea of unfreedom, which has bred, among other things, poverty and radicalism.

If we can expect a certain rapprochement from the United States – the question remains: will the United States find credible partners in the Muslim world? Do they have a credible partner in us?

The fact remains that issues of governance and accountability still loom large, continuing to cast doubts upon the legitimacy of ruling elites. In this regard, reform is no longer an option. There must be firm resolve borne out of the efforts of leaders and with the support of institutions of civil society to bring about the right changes.

The clamour for change among Muslims has not abated. Nevertheless in the Muslim world the past notion of the United States promoting democracy has been a tale of selective ambivalence, if not outright hypocrisy. We saw that in Algeria in 1991 and again more recently in Palestine. In other countries democracy is championed insofar as elections may take place – irrespective of the conduct of those elections. These are in fact sham democracies. The underlying undemocratic characteristics are scarcely impacted – tightly controlled media with blatant bias, rigged elections, oppressive treatment of opposition parties and a judiciary under siege. This is not an academic issue. Where I come from, this is a stark reality.

Muslims must be committed to change. The question that remains is how can we proceed? Firstly – real engagement must be inclusive. We should not start by building a wall around ourselves, setting preconditions, and prejudging groups and parties. These impediments only serve to strengthen old prejudices and further sow suspicion and doubt. Fruitful engagement must proceed from the premise that no nation (including America), no region (including the Arab world), and no culture or religion (including Islam) has a monopoly on the values of freedom, justice and human dignity. These are indeed universal principles that we all share.

    sometimes a person like Anwar must go away and talk some sensible things to sensible “worldly” people than to listen to the ramblings of very parochial “county/district sultans” and silly politicians of “small villages”.

    if you don’t believe ask this “small village” politicians to persuade ALL the clever scientists and technologists and profesors in the universities to “make” a bottle factory from scratch – without importing the any machinery …..

    then, you would know where we Malaysians are in “industrial revolution” which we missed , even whatmore, the “agricultural revolution” ….

    now, these very people are talking about Parliaments {Westminster style], democracy, constitution etc …..

    what a constipation … we never had a “magna carta” or “Boston tea party” or “Bastille”…
    and stop talking about the “Medinah Contract” …. they are just nominal Muslims….

    I am glad to see that you continue to outshine the Malaysian Prime Minister and Deputy Prime Miniser at the world stage. Being a strong supporter of PKR & PR, I wish you good health and continues to do a good work and promote true democracy in Malaysia.

    It is also important that Malaysia works closely with the Obama Adminstration.

    Indonesia would soon be accorded a most favoured nation (MFN ) status by the new US Administration and that Malaysia would further be left behind by the world superpower in term of economic, social and political co-operation.

    Mengimbau kembali pengalaman saya semasa Parti BERJAYA menumbangkan Kerajaan USNO tahun 1976. Setelah Parti BERJAYA berkuasa membentuk Kerajaan, saya memegang portfolio Pengerusi Executive Lembaga Letrik Sabah bertaraf Menteri, ketika itu.

    Dari Ketua Menteri, Menteri Menteri Kabinet, Pengerusi Pengerusi Executive Badan Berkanun, mesti mengistiharkan semua harta masing masing dalam satu borang khas dan mereka tidak dibenarkan niaga walau atas nama isteri, anak anak, menantu dan yang ada kaitan pertalian darah.

    Dasar Parti BERJAYA dan halatujunya seakan sama dengan PKR yang berlandaskan fahaman multiracial.

    Baru sehari saya duduk dikerusi Pengerusi Executive Lembaga Letrik Sabah, saya perhatikan 70% pegawai pegawai dan kaki tangan Lembaga Letrik Sabah pro USNO. Dalam pentadbiran dan Jawatankuasa Tender Board semuanya pro USNO.

    16 orang Board Of Director Lembaga Letrik Sabah lantikan politik bukan executive, termasuk lah 6 orang Pegawai Kanan Kerajaan dari Kementerian. 10 orang Pengarah bukan executive tentu lah orang politik dari Parti BERJAYA. Para contractor yang berdaftar dilembaga juga terdiri dari usahawan usahawan USNO. Usahawan usahawan USNO yang menjadi contractor diLembaga Letrik Sabah semuanya ada mempunyai lesen dari A hingga F.

    Soalannya : Bagaimana saya nak tolong usahawan usahawan Parti BERJAYA sedang mereka tidak mempunyai lesen A hingga F pun tidak ada?

    Dalam Mesyuarat Badan Pengarah, saya cadangkan agar Lembaga Letrik Sabah menganjurkan kursus kepada semua usahawan usahawan Bumiputra dalam bidang electrical. Cadangan saya dapat sokongan penuh oleh Badan Pengarah. Dalam masa 6 bulan kebanyakan usahawan usahawan Parti BERJAYA telah berjaya mendapat lesen A hingga F dalam bidang electrical. Itupun mesti mendapat kemudahan dari orang orang atasan.

    Langkah kedua : Saya cadangkan dalam Mesyuarat Badan Pengarah untuk reshuffle Jawatankuasa Tender Board dengan tujuan agar Pegawai Pegawai Kanan Lembaga Letrik Sabah bertukar pengalaman.

    Semua Jawatankuasa Tender Board yang pro USNO diberi tanggung jawab yang lain dalam lembaga itu juga dan Jawatankuasa Tender Board yang baru terdiri dari Electrical Engineer, Pegawai Pegawai Kanan, Penasihat Undang Undang Lembaga dan dipengerusi oleh saya sendiri. Dengan cara begini saya dapat tolong usahawan usahawan Parti BERJAYA tapi mesti mempunyai merit.

    Saya berpandangan bahawa sesebuah pertubuhan politik pembangkang yang memerintah beberapa buah Negeri diSemenanjung kekuatannya bukan bergantung kepada Menteri Menteri Besar dan Exco-nya, Ketua Menteri dan Kabinetnya atau bergantung kepada Presiden sesebuah parti politik yang memerintah.

    Mereka ini adalah sebagai pentadbir yang effisien, jujur dan amanah melaksanakan tugas mereka yang diberi mandat oleh pengundi. Mentadbir rakyat di bandar dan dikampung kampung, memberikan kemudahan infrastructure kepada rakyat, itulah tugas Menteri Menteri Besar dan Ketua Menteri dan Exco-nya.

    Yang menjadi nadi kepada sesebuah Kerajaan dan badan badan politik adalah usahawan usahawan yang berjaya dan merit yang telah dibentuk oleh Kerajaan yang memerintah. Tanpa derma dan bantuan ikhlas dari usahawan usahawan yang dibentuk oleh Kerajaan maka parti politik Kerajaan itu tidak dapat mengukuhkan kekuatan dalaman sesebuah parti politik lebih lebih lagi dalam menghadapi keperluan Pilihan Raya Umum. Semua parti politik perlukan derma secara ikhlas dari ahli ahlinya yang berwang.

    Jika saya seorang usahawan yang berjaya, salah kah kalau saya ingin menderma kepada parti dimana saya menjadi ahlinya, tanpa ada permintaan dan paksaan?

    Bagaimana saya nak derma kepada parti dimana saya menjadi ahlinya, jika Kerajaan parti saya tidak pernah menolong saya sebagai seorang usahawan yang saya ada merit-nya dan cukup syarat? Bagaimana ada usahawan tanpa ada kursus pengalaman untuk mendapatkan lesen contractor?

    Kerajaan yang memerintah harus sedar bahawa usahawan usahawan Negara adalah nadi sesebuah Kerajaan, tanpa mereka boleh saja Kerajaan itu jatuh, walaupun wang bukan segala galanya. Tapi wang juga penting untuk survival penyokong penyokong parti dengan cara halal dan tidak ber-kroni.

    While I may welcome DSAI speech, I still find ambiguity and softness geared towards the intellectual with this there’s little hope offered to the man in the street where the real crunch lie. Again America was let off the hook or with a slight tap on the hand.
    The current economic crisis is a stark indictment, there again the Arab US and EU elite responsible for the most serious abuses did escape DSAI’s admonitions. Anyone speaking at any world forum on issues of human and global social crisis It is imperative that he/she address the issues of justice equity and should have the courage to point that proverbial finger in the right direction for the right audience.
    Sly speak and current diplomacy is interpreted as old wine in new bottles. DSAI you have to brave the weather and know that you earn our love and respect by your outspokenness and as one who dared speak truth to power. Your keynote address at Plenary Session of the U.S.-Islamic World Forum, 14 February, 2009, fall shy of the need to satisfy both Muslim and non-Muslims let alone reflect a person so many have relied on as the spoke person of the oppressed. Malcolm X ML King Hugo Chavez Hassan Nassralah Evo Morales are striking and even President Putin are now symbols of hope. DSAI as it seems is too careful on stepping on others toes and instead is more in debt to those who have placed the world in this mess. My advise to you Br. Anwar, is not to toy with power but reach out in sincerity to those most in need. I do understand the philosophy of engaging the US but this must not compromise your person and you characteristics in the struggle for truth. PM Urdogan was forced to be himself when he walked out of a live debate with the Israeli president. There was no emotion or grandstanding – he received a heroes welcome at home and abroad. He literally challenged the fixed audience for cheering mindlessly Shimon Peres. The world need and derive hope with serious challengers and not necessarily spokespeople. We have hope and we sacrifice some of us as much as you have,’quietly’! Your efforts to bring about change locally is right in context commendable, yet you appear on the international scene a shadow of yourself. Malcolm X was assassinated only when he began to internationalise the issues affecting African Americans by linking slavery and the African continent and the colonies that experienced colonisation and racism. From there a common enemy was identified. Malaysia can be no exception though with a more delicate approach than M X can and will not stand up to such a strategy.

    Great Speech. I think one of the main concepts that must be upheld is the self determination of countries to adapt to change and the need for democracy to be initiated internally, in tandem with global values of justice and human rights. I think the foundations of a just and transparent system of governance has to be constructed from within the country itself, rather than by a foreign hand whose need to ‘help’ bring democracy into life is often seen, albeit correctly, as a means towards self interest.

    Kepada Pas Baru, sebenarnya majoriti orang perak skrg memang tak suka UMNO dan kamu ni sengaja menyamar orang yang menyokong pas walhal kamulah Barua BN yang menyamar sebagai orang yg menyokong Pas. dari tulisan kamu ni mungkin orang yang berkaitan dengan Adun lompat Parti tu yang sedang kecewa dan sengsara akibat perbuatan sendiri.Kamu bercakap tidak mengikut fakta tapi ikut perasaan sendiri..Ketinggalan zaman yang mengatakan orang-orang Perak berterima kasih pada Mr.mongolia yang membawa bencana di Perak. Berdirilah di alam nyata dan bukany fantasi…Tapi Penyokong PR juga berterima kasih pada Mr.Mongolia kerana melahirkan orang yang BENAK HATI mcm kamu. “Pas Baru” diharap jadilah calon untuk pemilihan MAC dan cepat lingkup le parti BN angkara kamu dan sekutu yang BENAK HATI.

    Well,at least Anwar tried 2 take over the gov last year while adherin 2 the constitution n democartic principles(special parliament session,no confidence vote,snap polls so that people will express their approval/disapproval of crossovers)

    At least Anwar didn’t kidnap.bribed,threatened with ISA,applied forceful coersion on MPs and state assemblymen

    Najis is merely actin like a sore loser n a political desperado 4 losin Permatang Pauh n Kuala Terengganu,that he stooped 2 new lows by coup d’etat on Perak
