Electricity Tariff Can Go Lower Even Without Gas Subsidy

I refer to a series of recent statements by government ministers on a possible increase of electricity tariff expected in June 2011.

The issue of electricity tariff in Malaysia is inextricably linked to the lopsided agreements forced onto Tenaga Nasional Berhad (TNB) with the independent power producers (IPPs) especially the first generation IPPs.

The former CEO of TNB, Tan Sri Ani Arope had gone on record to protest the exorbitant electricity price charged by IPPs to TNB. The reported price range of 13.7 sen to 15.5 sen per kWh charged by IPPs to TNB was even higher than TNB’s own generation cost, effectively forcing TNB to buy electricity at a bumper price. The price was also fixed for the duration of the agreement using a higher inflation adjusted price of power in the early years, thus allowing the IPPs to make bigger profits during the early years to recoup their investments at the quickest possible time.

The agreements also shield the IPPs from any risk of fuel (natural gas, diesel and coals) price increase which were passed to TNB to bear. Subsequently, this arrangement has caused PETRONAS to produce and buy natural gas at a much higher market price and sell to TNB/IPPs at a fixed subsidised price. The cost for this gas subsidy has ballooned to an estimated RM22 billion annually (at the current crude oil and natural gas market prices).

The final result of this complex and lopsided arrangements is the relatively disproportionate high electricity tariff paid for by the Malaysian public. The combined costs of higher electricity price charged by IPPs to TNB and the scheme for early repatriation of profits by IPPs had all been passed to the public – either by a direct increase in the electricity tariff or the financial loss from the gas subsidy provided to TNB/IPPs in the name of keeping the tariff low.

Unfortunately, for a country which heavily subsidises the power generation sector by way of cheap natural gas, Malaysia’s electricity tariff is actually higher than Thailand’s whose power producers buy the natural gas at market price (currently three times higher than the subsidised natural gas prices in Malaysia).

A residential consumer in Thailand only pays 18 sen per kWh for the first 150 kWh used; compared to Malaysia’s tariff for equivalent usage of 22 sen per kWh. That is a difference of 22% higher tariff in Malaysia.

Similarly, retail customers under the category of “low voltage commercial tariff” also pay higher tariff in Malaysia compared to the equivalent electricity consumption in Thailand. The tariff is 37 sen per kWh in Malaysia, 48% higher than Thailand’s tariff of 25 sen per kWh for the same category of consumption.

Therefore, it has been my contention all along that the estimated RM22 billion (RM 19 billion, 1999) gas subsidy provided to the IPPs/power generation sector does not reach the intended end users. Instead, it only benefitted the well connected businessmen and cronies over the years and robbed the country of the financial muscle to rein in inflation and expedite the right model of industrialisation and development.

It is in this perspective that I call upon the Federal Government to do justice by reviewing the price of power charged to TNB by the IPPs, including the dismantling of fixed charge elements such as stand-by and fixed capacity charges that had increased the cost of electricity in Malaysia significantly.

Bagaimana PERKASA Tahu Kereta Disabotaj?

Ketua umum PKR, Datuk Seri Anwar Ibrahim mempertikaikan bagaimana Pertubuhan Pribumi Perkasa Malaysia (PERKASA) dapat mengetahui mengenai kerosakan yang berlaku kereta yang dinaiki anggota keluarganya – berbulan-bulan sebelum insiden berkenaan berlaku.

Anwar berkata, PERKASA perlu menjelaskan laporan polis yang
dibuat pada 11 Februari lalu berhubung kebimbangan bahawa ketua pembangkang itu akan melakonkan satu kemalangan jalan raya.

Ketua pembangkang itu berkata, PERKASA kini perlu tampil dengan penjelasan ekoran ancaman yang diterima oleh isterinya Datin Seri Dr Wan Azizah Ismail dan juga anaknya Nurul Izzah.

Muhyiddin Yassin : Najib Watch Your Back!

Loyalty in UMNO is loyalty given when it serves the purpose of the giver. Like truth, loyalty has no place in UMNO and certainly not in Barisan Nasional.

For Pak Lah, this Muhyiddin Yassin was a friend. Someone he felt comfortable with, a friend to be depended upon. When Pak Lah expected Muhyiddin to stand beside him because he was not strong enough to stand on his own, Muhyiddin moved against him in haste and with malice. I say to Najib now….watch your back.

Muhyiddin has calculatingly entrenched himself with Mahathir and Perkasa to overtly advance Ketuanan Melayu as his cause celebre. He has done so in spite of knowing full well Najib’s commitment to make 1Malaysia the corner stone of his administration. A few days back Najib gave a lecture titled “Coalition of Moderates and Inter-Civilisational Understanding” at the Sheldonian Theatre at Oxford University. With hand on his heart Najib committed himself to a “ a society that is multi-racial, multi–religious and multi-cultural.

Muhyiddin in the same time frame, was in Kangar declaring that “UMNO’s struggle is to bring development to the Muslim community, which is the majority group in the country! We are certainly a Muslim nation. If PAS campaign about wanting a Muslim nation, we already have it. Ever since independence, our main focus was to champion the cause of Islam”

Najib and Muhyiddin are both in the same foxhole. Now who is braver? Who will blink first? It is not good sense to share a foxhole with somebody braver then you! What does UMNO want to look for in their leader? Najib to lead them towards multi-racial, multi–religious and multi-culturalism or Muhyiddin who champions Islam and Ketuanan Melayu?

Muhyiddin has made his choice. What he did to Pak Lah he will now do to Najib – demi kepentingan Bangsa, Ugama dan Negara!

Let us look at history. UMNO mobilize all its resources after the May 13 Riots to redefine nationalism within Malaysia as being “Malay First”, taking Malaysian away from the multicultural nationalism pursued by Tunku. UMNO successfully galvanized the Malay community in the 1970’s towards policies favouring this “Malay First” sensibilities.

Somewhat akin to the “Ketuanan Melayu” rhetoric’s now being touted by Perkasa and Muhyiddin.

In the 1990’s Mahathir attempted to define the national identity of Malaysia through his Bangsa Malaysia aimed at bringing greater national integration among the various ethnic group within Malaysia. But Mahathir used this Bangsa Malaysia as a means to achieving his own ends: Authoritarian rule at the costs of individual liberty and rights of the people. This saw the explosive birth of the Reformasi movement headed by DSAI, which seek liberal political reform for the nation.

The demand by the people for greater individual liberty and liberal political reforms as against the authoritarian control by UMNO is still the fundamental roots of the problems we have today in Malaysia.

Pakatan Rakyat seeks greater individual liberty and liberal political reform for the masses.
UMNO seeks to maintain its authoritarian control over Malaysia to maintain its hold over Malaysia. To do this UMNO must have two third majorities within parliament. This was lost in the 12th GE. A simple majority enabled UMNO to form government but its loss of five states and 51% of the people’s vote has meant that its “moral right” to rule has been lost. There is now a credible opposition within Parliament.

All that UMNO has done while in government are now subject to scrutiny: Past, present and certainly for the foreseeable future. The abuses and excesses in the past by UMNO are no longer something that the ISA or the OSA can keep hidden from the public domain. Increasingly corrupt practises; money politics and abuses by those holding high public office are being exposed. This deluge of exposure will surely turn into a torrent if not a tsunami should UMNO lose the 13th GE.

And so we come to today.

UMNO need to win the 13th general election. What Najib wants in multi-racial, multi–religious and multi-culturalism is at odds with what UMNO wants.

Munyiddin sees his political advancements towards the Presidency of UMNO and the Prime Ministership as being one with what UMNO wants: i.e. Ketuanan Melayu and having Islam as the official religion of Malaysia – not for its religious connotations but for what Islam could do in advancing UMNO’s cause amongst the Malays.

I remember Muhyiddin with his chest all puffed up standing in Najib’s place with the Australian Prime Minister visited Malaysia recently. I see Muhyiddin jumping to Utusan Malaysia’s defence every time that daily slams the Chinese. Racial gutter politics is Muhyiddin forte. Muhyiddin is a Malay first and Malaysian second! And 1Malaysia is not the way to go! Muhyiddin is the Malay champion.

I think the Ketuanan Melayu and Religious issues have now taken on a life of its own. Nazri’s recent free speech for all utterances is to Muhyiddin favour and will open the floodgates for Perkasa and its maniac racial and religious utterances.

KUALA LUMPUR, May 20 — Standing by his decision not to haul up Datuk Ibrahim Ali for threatening a “crusade” on Christians, Datuk Seri Mohamed Nazri Aziz has pledged the same treatment for all similar transgressions in the future.
“It is not just the opposition politicians but also those in the Barisan Nasional (BN). In fact, anybody at all… bloggers and so on,” he told The Malaysian Insider when contacted.

“The landscape has changed. Sensitive matters are now being discussed in the open.

And I am eagerly waiting for the first Chinese or non-Malay brave enough (read foolish here!) to test the waters.

Najib is committed to his multi-racial, multi–religious and multi-culturalism but to what end? Muhyiddin will play to the Malay gallery but Najib cannot. Muhyiddin will have Perkasa and Mahathir with him, Najib does not. Najib is UMNO’s President for now but that does not mean he will remain one in the run up to the 13th GE. Najibs high jinks in Mindef will dam him. Rosmah has upset enough wives of Ministers and UMNO’s first tier leaders to not be of any help to Najib. And Altantuya is a demonic sword poised millimeters from his pudgy neck – waiting to swing downward when it suits UMNO.

Najib’s political obituary will start thus:

“Even if it took many years before it became a reality, Altantuya was the nemesis of Najib’s poitical career…….”

Malaysia’s Food Price Increase In The First Four Months Of 2011 Is Double The Global Average

The latest inflation statistics released by Bank Negara Malaysia[1] for the first four months of 2011 (up to April 2011) is alarming. I am particularly concerned with the prices for food and non-alcoholic beverages that saw a 4.9% increase for the period January to April 2011 when compared to a similar period in 2010.

If this pattern persists for the remainder of the year, 2011 will register the second highest food price increase for the people to bear since 2006. This will repeat the pain of 2008 when food prices increased by 8.8% due to a sudden hike in petrol and fuel prices.

Food prices in Malaysia increase at more than twice the rate of global food prices in the first four months of 2011. A comparison of consumer price index (CPI) for global food prices published by United Nation’s Food and Agricultural Organisation (FAO) against BNM’s statistics foretells the economic misery that will affect millions of ordinary Malaysians if the Federal Government is reckless in its subsidy rationalisation program:

Malaysia’s food price increases at more than twice the rate of global food price increase

There is a direct correlation between haphazard removal of subsidies that affects the majority of Malaysians and the persistent food price increases registered in the first four months of the year.

Furthermore, the moral and social justification for offloading more financial burden to the public to solve the Federal Government’s budget deficit is weak; when the main excesses and wastages that led to the budget deficit in the first place are left untouched. The rakyat will find it hard to swallow the reality that they have to shoulder the responsibility for a decade’s worth of Barisan Nasional’s economic mismanagement especially when they know the tycoons and cronies who benefitted most from the largess of the past decade are left unpunished.

Pakatan Rakyat has outlined a clear set of steps to be taken in order to reduce the national budget deficit without overly burdening the rakyat in its Buku Jingga. This includes the removal of the RM19 billion corporate subsidies given to the elite and well connected companies including the Independent Power Producers (IPPs) and instituting an effective war against corruption to prevent an estimated RM28 billion leak and wastages suffered by the Federal Government each year (as concluded from the 2008 Auditor General’s Report).

At the rate that the food price is increasing, by the end of 2011 the rakyat will have to pay an extra 30% cost for each food item compared to 2005. Within 6 years, the food prices have increased by 30% when the average pay increase for Malaysian workers over the period of 2001 and 2010 is only 2.6%.

A vote for Barisan Nasional is a vote for economic mismanagement and escalating food prices.

Mat Zain says Najib Risks Losing Muslim Support Over Datuk T

A retired senior police cop today warned Datuk Seri Najib Razak of a severe Muslim backlash if he failed to punish the “Datuk T” trio for “ridiculing” Islam when they attended a recent sumpah laknat ceremony in a mosque wearing bulletproof vests.

Former KL CID chief Datuk Mat Zain Ibrahim said Najib could fault no one if he loses the confidence of the country’s Muslims by displaying his willingness to protect his “friends” at the expense of insulting Islam.

“YAB (Yang Amat Berhormat) cannot blame anyone if the Muslims in the country, who are not few in number, have lost their confidence in YAB.

“Moreover, when there is an increase in the number of civil service, army and police retirees, many of whom are Muslims, who are beginning to feel cheated and enslaved and more doubtful of YAB’s direction and ability to lead the government…. this is not a very good development for YAB,” he wrote in his letter to the prime minister today.

Mat Zain said that it would be a clear case of power abuse if Najib (picture) chooses to protect an offender for his misdeeds simply because he considers the latter an ally.

“In Najib should refuse or deliberately find for excuses not to take lawful action against the three, then it will not only be deemed that he has abetted in the crime and conspired with the offenders, but he also appears to be fanning the fires of hatred,” he said.

Najib, he said, would also be allowing himself to be deemed a leader who has betrayed and ridiculed Islam.

“It is even more distressing that YAB has allowed a person, whom his own Cabinet regards as an individual who has not only insulted Islam but also abused power, is corrupt, a cheat and a rapist, to bring pornography and prostitution to the house of God,” he said.

Mat Zain was repeating his accusation last week that “Datuk T” — Datuk Shazryl Eskay Abdullah, Tan Sri Abdul Rahim Thamby Chik and Datuk Shuib Lazim, the trio behind the recent sex video caper — had violated section 295 of the Penal Code when they attended Shazryl’s sumpah laknat ceremony at the Masjid Amru Al-As in Sentul wearing bulletproof vests.

At the time, Shazryl was swearing on the Quran that the man in the 21-minute sex video was Opposition Leader Datuk Seri Anwar Ibrahim.

Mat Zain complained that their actions had created the perception that the situation in the mosque was unsafe.

Section 295 states that “whoever defiles any place of worship, with the knowledge that any class of persons is likely to consider such defilement as an insult to their religion” will be jailed for up to two years and/or fined.

Mat Zain said that if the trio were to be charged under syariah law or the Penal Code for their actions, the case would not affect police investigation on the video itself.

“The two cases are separate,” he said.

He said that even if the identity of the man featured in the video was to be revealed, it would not free the trio from blame for insulting the mosque and ridiculing Islam.

“These two matters are separate criminal offences.

“Other than that, YAB and the Attorney-General have no power or right, according to any law, to indemnify the trio and free them from any criminal liability,” he said.

Mat Zain also insisted today that Utusan Malaysia’s reported claims of a purported Christian uprising against the Muslims was “artificial” in nature.

He pointed out that it was unprecedented in the country’s history that the Christians, who represent the minority group, had risen to usurp Islam from its position as the religion of the federation.

“In my opinion, only irrational Muslims who fear their own shadows will believe and view seriously this likelihood,” he said.

Mat Zain also reminded Najib of the killing of Othman Talib at Felda Lubok Merbau, Padang Terap, Kedah, in 1985, which he said was the result of an “intense political turmoil” during the Padang Terap election campaign.

He explained that he knew the full details of the incident as he had been installed as the Padang Terap district police chief just three days before it occurred.

“As a Muslim, I was saddened to see a group of Muslims weeping and mourning the death of a fellow Muslim, while at the same time, not far off, there was another group of Muslims who cheered as if celebrating a war victory.

“Even more distressing is that there were other rogues proclaiming themselves as Muslims who took the opportunity to ignite the fires of hostility among those of the same race and religion,” he said.

Mat Zain added that he hoped the event would bring Malaysians to realise that it is not the followers of Hinduism, Buddhism or Christianity who were trying to destroy Muslims but the Muslims themselves.

“We should be ashamed of ourselves and not find a way out by issuing threats and attempting to intimidate those who are innocent,” he said.

Chat di Yahoo! Anwar Jawab 57 Soalan Isu Politik, Ekonomi

Ketua Umum KEADILAN, Datuk Seri Anwar Ibrahim hari ini menjawab 57 soalan dari pengguna internet, secara langsung di saluran segmen interaktif Yahoo! Malaysia ’Question Time’.

Berikutan sambutan yang di luar jangkaan, sesi yang bermula jam 11.30 pagi dan dijadual berlangsung selama sejam sahaja itu, dilanjutkan sehingga satu jam 15 minit.

Terdapat lebih 2,000 pembicara (chatter) dalam talian mengikuti bual bicara langsung tersebut yang turut menyentuh isu pentadbiran negara, politik, ekonomi sehingga kepada kes fitnah terhadap Anwar.

Salah satu soalan yang ditanya kepada Anwar adalah berkenaan agenda untuk memperbaiki sistem politik di negara ini.

Anwar menjawab Pakatan Rakyat akan memfokus kepada isu urus tadbir, badan kehakiman yang bebas, dan isu rasuah untuk melaksanakan reformasi.

“Tata kelola yang baik, kehakiman yang bebas, suruhanjaya pilihanraya dan rasuah serta keadilan untuk orang yang miskin dan terpinggir,” kata Anwar.

Dalam pada itu Anwar juga ditanya suasana politik di Malaysia yang berlangsung dengan serangan terhadap isu peribadi secara berterusan dan diminta menjelaskan kenapa beliau dianggap ‘merbahaya’ oleh Umno.

Menjawab soalan itu Anwar berkata, ia kerana komitmennya terhadap reformasi, menentang rasuah dan kronisme.

Ketika ditanya samada kewujudan Umno, Pas dan KEADILAN adalah baik kepada orang Melayu, Anwar berkata, penyatuan untuk menentang rasuah adalah lebih penting.

“Perpaduan adalah untuk kebebasan dan keadilan, bukan untuk mempertahankan kezaliman dan rasuah,” kata Anwar.

Anwar juga sempat ditanya dengan soalan yang bertanyakan pendapatnya tentang mantan Perdana Menteri, Tun Dr Mahathir Mohamad.

Beliau menjawab Mahathir adalah seorang yang mempunyai disiplin yang tinggi dan kuat bekerja namun tidak boleh menerima teguran orang lain.

“Dr. M kuat disiplin dan kerja. Sosok keras dan tidak sedia menerima kritikan,” jawab Anwar.

Dalam temuramah yang sama, Anwar turut menyifatkan Perkasa sebagai satu pertubuhan yang ‘menghina kebijaksanaan rakyat Malaysia dengan laungan perkauman mereka.

Tambahnya, Perkasa merupakan ‘kerja’ Umno untuk mencipta huru-hara dan ketegangan kaum.’

Menyentuh isu ekonomi, pembicara dalam talian bernama ‘Naim’ bertanya sama ada Anwar akan meneruskan dasar melindungi industri automotif tanah air terutamanya Proton.

Anwar menjawab, bahawa sama ada Proton terus dilindungi atau pun tidak, hak pengguna dan kepentingan rakyat akan tetap menjadi keutamaannya.

“Keutamaan: pertahan pengguna dan lindungi kepentingan warganegara,” kata Anwar.

Dalam pada itu, beliau juga ditanya tentang inisiatif Pakatan Rakyat untuk mengatasi masalah penghijrahan rakyat Malaysia ke luar negara.

Anwar menjelaskan ramai golongan profesional berhijrah kerana urustadbir yang buruk dan prestasi ekonomi yang tidak memberangsangkan.

“(Jadi) keutamaan kita sekarang adalah mempromosikan pertumbuhan ekonomi, memperbaiki tata kelola, dan menjemput semula golongan profesional untuk pulang,” kata Anwar.

Pada sesi bual bicara itu, beberapa pungutan suara dalam talian turut dijalankan.

Di antara soalan yang ditanyakan adalah “Apakah masalah terbesar yang dihadapi rakyat Malaysia sekarang ini?”.

Kira-kira 55 peratus daripada mereka bersetuju bahawa ‘politik kotor’ adalah masalah terbesar negara diikuti dengan ‘rasuah’ (22 peratus) dan ‘masalah agama dan perkauman’ (13 peratus).
Mereka yang mengikuti program itu juga turut membuat pilihan untuk mengundi Pakatan Rakyat (76 peratus) berbanding BN (17 peratus) seandainya pilihan raya umum dilangsungkan esok.

Yahoo! Malaysia turut membuat tinjauan siapa ahli politik seterusnya yang ingin ditemubual oleh orang ramai menerusi Yahoo! Malaysia ‘Question Time’.

Menduduki tangga teratas senarai itu adalah Menteri Besar Kelantan, Tuan Guru Datuk Nik Abdul Aziz Nik Mat (55 peratus) diikuti Perdana Menteri, Datuk Seri Najib Razak dan Mahathir 14 peratus.

PKR: Tiada Fasal, ROS Tindak Dengan Niat Jahat

Pendaftar Pertubuhan (RoS) mendakwa PKR telah melanggar perlembagaan sendiri apabila memutuskan untuk memecat seorang ahlinya tanpa didengar oleh lembaga disiplin lebih dua tahun lalu, ketika pilihan raya kecil Bukit Selambau.

Bagaimanapun PKR mendakwa peruntukan dimaksudkan RoS tidak wujud dalam perlembagaanya dan menegaskan agensi Kementerian Dalam Negeri itu bertindak dengan niat jahat menjelang pilihan raya umum ke-13.

PKR Hadapi Risiko Diharam, Sidang Media Tengah Hari

Di sebalik spekulasi pilihan raya umum ke-13, Parti Keadilan Rakyat (PKR) – komponen Pakatan Rakyat, berhadapan dengan risiko kemungkinan dibatalkan pendaftaran, dipercayai berkaitan dengan pemilihan secara langsung akhir tahun lalu.

The Malaysian Insider difahamkan PKR telah menerima surat berkaitan dengan tindakan itu daripada Pendaftar Pertubuhan (RoS) awal bulan ini.
