By using this technique, the person accused has nothing to defend themselves with because this is just perception by the accuser. What if I say : "I think this person is going to shot my me in the future" and simply point at someone I hate. That is how simple it is to use (or abuse) ISA. Of course you have to be in the ruling government & holding the Home Ministry portfolio. ISA should be abolished, so that justice can return to it's rightful place - the court! But of course the appointment of judges is another issue all together......... It is inhuman to detain a person for an offense he/she has yet to commit.
