Speaker Perak ‘ada elemen salah guna kuasa’, kata SPRM

Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) mendapati ada elemen bahawa Speaker DUN Perak, V Sivakumar menyalah guna kuasa sewaktu menggantung Datuk Dr Zambry Abdul Kadir dan enam exconya.

Ketua Pesuruhjayanya Datuk Seri Ahmad Said Hamdan berkata, pihaknya akan memanggil lagi beberapa Adun termasuk BN bagi memberi keterangan untuk melengkapkan siasatan kes itu, lapor laman web Berita Harian.

“Bagi kita ada elemen salah guna kuasa, SPRM jalankan siasatan… bukan pendakwaan untuk menentukan keterangan berhubung perkara itu dapat dikumpul.

“Setakat ini, siasatan masih berjalan dan kita akan panggil beberapa lagi (wakil rakyat) yang ada ketika kejadian,” beliau dipetik berkata di majlis Gerak Mesra SPRM bersama Tengku Mahkota Pahang, Tengku Abdullah Sultan Ahmad Shah di Kuantan hari ini.

Anwar appeals against innocence of IGP, AG

KUALA LUMPUR, March 19 — Opposition leader Datuk Seri Anwar Ibrahim is appealing the decision to clear two high profile government officers of abuse of power saying that there is clear evidence that evidence connected to the case was either fabricated or suppressed.

The former deputy prime minister has accused Inspector General of Police Tan Sri Musa Hassan and Attorney-General Tan Sri Gani Patail of abuse of power in the case of injuries sustained by him in 1998 while he was in police custody.

“In clear cases of fabrication of evidence, they cannot deny me my application to investigate and act on documents and facts adduced,” Anwar told reporters in a press conference in parliament.

Malaysia is roiled by a crisis of democracy

KUALA LUMPUR: A slew of political scandals gripping Malaysia and a transfer of power fraught with uncertainty have embroiled the elite here with exquisitely poor timing.As a major trading nation, Malaysia is being slammed by the global downturn, its exports collapsing by nearly one-third and current projections showing that its economy will shrink by as much as 5 percent this year.Yet the main preoccupation of the government and opposition parties appears to be what analysts are describing as an increasingly dysfunctional political system: The man who is in line to become prime minister is linked to the murder of a Mongolian woman whose body was obliterated with military-grade explosives. The opposition leader awaits trial on sodomy charges in a highly politicized case. The government is using draconian laws, including those against sedition, to prosecute opposition figures, and this week it banned a member of Parliament for one year after he called the prime-minister-in-waiting a murderer.Meanwhile, the Legislature of one of the largest states in the federation has been paralyzed for six weeks over a dispute over who should govern.

“At the rate things are going, we’re going to be a failed state within a decade,” said Salehuddin Hashim, secretary general of the People’s Justice Party, the largest opposition party. “I’m at a very low point in what I expect for my children.”For an oil-rich country with a gleaming, cosmopolitan capital and a large, well-educated middle class, the pessimism may seem hyperbolic. But analysts say the current political woes strike at the heart of the functioning of government, damaging core institutions like the royalty, the judiciary, the police and the news media.”I see a rough ride ahead for the country,” said Zaid Ibrahim, the founder of Malaysia’s largest law firm, who resigned as law minister in September over the government’s practice of detaining its critics without trial. “The institutions of government have become so one-sided it will take years to restore professionalism and integrity.

“Much of the anxiety in Malaysia is focused on the rise of Najib Razak, a veteran politician in line to become prime minister sometime after the governing party’s annual general assembly next week.

No date has been set, and some Malaysians speculate that the current prime minister, Abdullah Badawi, will hold onto power, although he has said repeatedly that he would step down.

Mr. Najib’s supporters say he will reverse the sagging fortunes of the governing party, the United Malays National Organization, and offer decisive leadership, a contrast to the languid style of Mr. Abdullah, who is from the same party.

But Mr. Najib lacks popular support, and many expect further crackdowns on his opponents if he becomes prime minister.

Both Mr. Najib and his spokesman, Tengku Sariffuddin Tengku Ahmad, declined to comment for this article.In a speech on Wednesday, Mr. Zaid, the former law minister, called on Malaysia’s king to reject Mr. Najib if the party puts him forward as prime minister and to appoint someone who would “bring us back from the brink.”

The most high-profile scandal to tarnish Mr. Najib’s reputation is the murder of the Mongolian woman, Altantuya Shaariibuu, the mistress of Mr. Najib’s foreign policy adviser. Her life and death, a mix of soap opera and horror movie, have captivated and shocked the public.Prosecutors say Ms. Shaariibuu was killed in October 2006 by government commandos who also serve as bodyguards to the country’s top leaders.Mr. Najib has not been charged with any crime, but lawyers say the handling of the case has been irregular and criticize the prosecution for failing to call Mr. Najib to testify.When she was murdered, Ms. Shaariibuu was reportedly seeking her share of a commission — the opposition calls it a bribe — worth €115 million, or $155 million, paid by a French company as part of the government’s deal to buy submarines. Mr. Najib, who is defense minister as well as deputy prime minister, handled the submarine purchase.The huge size of the commission — about 10 percent of the total cost of the submarines — is not being investigated despite an official acknowledgement by the Malaysian government that it was made to a company linked to Mr. Najib’s aide, who was acquitted in connection with Ms. Shaariibuu’s murder.Perhaps more worrying for the country is the standoff in Perak, a state where since early February the police have barred lawmakers who oppose the governing party from entering government buildings.Mr. Najib spearheaded an effort to install a new chief minister in Perak by claiming that he had enough defectors from the opposition coalition, the Pakatan Rakyat, which last year took control of the State Assembly for the first time since independence from Britain in 1957.Both sides remain at an impasse, and the sultan of Perak has rejected a plea by the speaker of the Assembly for a new election, which polls indicate would probably restore the opposition coalition to power.Ibrahim Suffian, director of the Merdeka Center, an independent polling agency, said that as the governing party’s popularity wanes, Malaysia is failing a key test of any democracy: the peaceful transfer of power.

“Malaysian democracy hasn’t fully matured in the sense that those who lost the elections are unwilling to accept the results,” Suffian said. “There’s still some lack of acceptance of how democracy works.”The United Malays National Organization has governed Malaysia since independence but came close to losing power in elections last March, a watershed that put into question the country’s ethnic-based party system.Mr. Zaid, the former law minister, traces the roots of Malaysia’s current troubles to the privileges given to the country’s dominant ethnic group, the Malays. Governments led by the United Malays National Organization have provided contracts, discounts and special quotas to Malays through a far-reaching affirmative action program.”We have sacrificed democracy for the supremacy of one race,” said Mr. Zaid, who himself is Malay. “It’s a political hegemony.”The other two major ethnic groups in the country, Chinese and Indian, have increasingly withdrawn their support for the governing party in recent years and now largely back the opposition. Only 18 percent of Chinese voters and 28 percent of Indian voters polled by the Merdeka Center in December and January said they thought Mr. Najib would make a good prime minister. Mr. Najib had the support of 57 percent of Malays in the poll.Declining support for the governing party has heightened the personal rivalry between Mr. Najib and Anwar Ibrahim, the opposition leader facing sodomy charges. In a measure of the political nature of the case, Mr. Anwar’s accuser met with Mr. Najib before going to the police.”Our position vis-à-vis Najib is clear,” Mr. Anwar said in an interview. “He has become so repressive and crude in his methods.”"There’s no way we will have any dealing or respect for him,” he added

Anwar Accuses BN of Plots and Sorcery

KUALA LUMPUR, March 18 — Opposition Leader Datuk Seri Anwar Ibrahim today claimed Umno, in desperation, had resorted to sorcery and abused government machinery to improve its public image and bring down Pakatan Rakyat (PR) in one fell swoop.

The Permatang Pauh MP, also the de facto PKR chief, told the Dewan Rakyat today of a “national underground strategy” by BN to bring down PR, which won control of several key economic states in last year’s general elections.

He also accused BN of resorting to sorcery to improve its ratings.

Anwar held up a sheaf of papers in Parliament he claimed was a valid document issued by the Implementation Coordination Unit (ICU), a federal agency directly monitored by the Prime Minister.

He said it outlined several programmes directing federal civil servants to “raise support for the federal government” while “simultaneously bringing down the image of the federal opposition party”.

He noted the ICU’s “people-centric” programmes, which include providing aid to flood victims and making social visits to homes, appeared harmless enough on the surface, but he claimed a closer reading showed the federal agency had an ulterior motive.

Agong digesa tidak lantik Najib jadi PM

Datuk Zaid Ibrahim hari ini menggesa Yang di-Pertuan Agong supaya membuat pilihan yang betul – jangan lantik Datuk Seri Najib Razak sebagai perdana menteri akan datang.

“Ini adalah masa yang amat sukar. Malaysia memerlukan seorang pemimpin yang akan menyatupadukan negara ini yang sedang berdepan dengan kesukaran. Berpecah kita lemah.

“Saya keberatan untuk menyatakannya tetapi untuk sebab-sebab yang telah saya katakan, saya terpaksa menyebut bahawa Najib pasti akan memecahbelahkan kita dan dalam berbuat demikian, akan menolak kita semakin hampir ke tepian,” kata bekas menteri di Jabatan Perdana Menteri itu.

Kertas jampi di bawah meja Pak Lah?

Polis menemui dua kertas putih dan sepotong kayu kecil, dipercayai dijampi, yang diselitkan secara misteri di bawah meja Datuk Seri Abdullah Ahmad Badawi di bangunan Umno.

Ketua polis daerah Dang Wangi, ACP Zulkarnain Abdul Rahman hari ini dilaporkan mengesahkan penemuan objek tersebut, tetapi beliau enggan memperincikannya.

Menurut laporan Sin Chew Daily, skuad pemusnah bom polis Kuala Lumpur menemui objek misteri itu dalam pemeriksaan rutin mereka beberapa hari lalu di bilik mesyuarat Umno di tingkat 39 bangunan ibu pejabat parti.

Pemeriksaan itu dijalankan sebagai persiapan mesyuarat terakhir Majlis Tertinggi (MT) sebelum bermula perhimpunan agung Umno, awal minggu depan.

Dua kertas putih, bersaiz kecil sehingga boleh dimuatkan di dalam mulut, mengandungi tulisan jawi dan kayu kecil yang dibalut kertas putih, lapor harian itu lagi.

Kajian: Hanya 4% kuasai BI melalui PPSMI

Kajian mendapati dasar Pengajaran dan Pembelajaran Sains dan Matematik dalam Bahasa Inggeris (PPSMI) hanya berjaya meningkatkan empat peratus penguasaan bahasa asing itu, dan sebaliknya mengurangkan minat untuk mempelajari dua subjek tersebut.

“Sumbangan PPSMI hanya mampu menyumbang pada tahap paling minimum, iaitu kurang empat peratus kepada peningkatan pencapaian Bahasa Inggeris secara keseluruhannya,” laporan bertajuk ‘Tahap Kompetensi Guru dalam PPSMI serta Implikasinya terhadap Pembangunan Modal Insan Murid’ dipetik.

Menurut kajian 53 pakar bahasa itu, dasar kontroversi tersebut juga “menimbulkan kerugian berganda kepada kepada murid, terutama kepada 75 peratus murid yang tergolong dalam kategori (pencapaian) sederhana dan lemah dalam tiga mata pelajaran terbabit, Bahasa Inggeris, Sains dan Matematik.

Pemimpin PKR dikepung penyokong Umno

Penyokong Umno berbaring di jalan, cuba menghalang ketua Angkatan Muda PKR keluar dari ibu pejabat Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) Melaka selepas membuat aduan terhadap Datuk Seri Mohd Ali Rustam.

Dua penyokong itu, daripada kira-kira 50 orang, berkumpul di depan pintu masuk kompleks suruhanjaya itu di Jalan Taming Sari di bandar Melaka tengah hari tadi.

Shamsul Iskandar Mohd Akin memberitahu Malaysiakini, beliau sewaktu kejadian berada di dalam sebuah kereta, ingin pulang selepas lebih sejam di pejabat SPRM mengadu kes politik wang ketua menteri Melaka.

Keretanya dikepung oleh penyokong-penyokong Umno itu dalam kawasan ibu pejabat SPRM, tambahnya.

Mohd Ali, juga seorang naib presiden Umno, semalam didapati bersalah mengamalkan sogokan politik oleh lembaga disiplin parti itu dan dilarang bertanding merebut jawatan timbalan presiden dalam pemilihan, hujung bulan ini.

PENYELEWENGAN DAN KRONISME DALAM KEMENTERIAN PERTAHANAN

Ekoran daripada pendedahan oleh Ketua Pembangkang Dewan Rakyat mengenai isu pembelian Eurocopter dengan harga begitu tinggi dan memberi keuntungan kepada pihak-pihak tertentu. Akhirnya, Perdana Menteri mengumumkan keputusan kerajaan menangguhkan pembelian tersebut.

Hari ini, sekali lagi pendedahan isu penyelewengan dalam Kementerian Pertahanan mengenai proses perolehan dan mempunyai unsur kronisme bagi pemimpin negara. Orang yang bernama Syed Abu Hussin Bin Hafiz Syed Abdul Fasal tidak asing lagi bagi kakitangan dan kontraktor-kontraktor Kementerian Pertahanan. Pada masa yang sama, beliau juga merupakan ahli UMNO (No ahli: 00924477) dari Bahagian Bukit Gantang, Perak.

Beliau mempunyai lebih 30 syarikat di mana beliau merupakan ahli lembaga pengarah ataupun pemegang syer. Melalui syarikat-syarikat ini, beliau berjaya menguasai hampir 90% projek-projek pembekalan pelbagai rangsum bagi Kementerian Pertahanan yang mencecah ratusan juta ringgit. Contoh syarikat yang dimiliki oleh beliau seperti berikut:-

a. Komantra Sajian Sdn Bhd memperolehi secara rundingan terus projek penswataan perkhidmatan katering Angkatan Tentera Malaysia (ATM) bagi Zon Utara dan Timur Semenanjung Malaysia yang mencecah lebih daripada RM 600 juta.

b. Gpb Coporation Sdn Bhd memperoleh projek perkhidmatan pengangkutan bas untuk kem-kem Latihan Khidmat Negara (PLKN) yang mencecah lebih daripada RM 300 juta.

Bukan sahaja memperolehi projek-projek begitu senang sekali, beliau turut tidak melaksanakan tugas dengan beramanah. Antaranya, menghantar bekalan yang tidak mengikut spesifikasi yang ditetapkan dalam tender. Mengurangkan kuantiti bekalan yang sepatutnya dihantarkan atau tidak menghantar bekalan langsung tetapi invoice tetap dihantarkan kepada Kementerian Pertahanan untuk proses pembayaran.

Ini telah membuktikan sekali lagi keraguan dan ketelusan yang melibatkan pemimpin negara untuk memberi keuntungan kepada pihak-pihak tertentu dalam Kementerian Pertahanan.

The Ministry of Defence’s practice of awarding substantial contracts by way of direct negotiations lacks transparency and is open to abuse. There appears to be certain companies who are favoured by the Ministry of Defence and Target Resources Sdn Bhd appears to be one of them.

The Defence Ministry has given at least 4 contracts by direct negotiation to Target Resources Sdn Bhd. Besides the ongoing direct negotiations between the Ministry of Defence and Target Resources Sdn Bhd for the sub marine rescue services which was originally proposed to be at RM98.4 million a year for 20 years, the Ministry has awarded at least 4 projects for the total sum in excess of RM1 billion through direct negotiations.
