KUALA LUMPUR: Opposition leader Anwar Ibrahim yesterday attacked the government’s budget for next year, saying it was ‘irrelevant’ in the wake of the current global meltdown.
Making his first speech in Parliament in more than 10 years, he said about 44 per cent of government revenue in the 2009 budget was based on crude oil prices being at US$125, whereas oil is now at US$80.
The former deputy prime minister and finance minister spoke from the opposition benches, claiming that there had been a capital flight of RM125 billion (S$53 billion) in the first half of the year.
Deputy Prime Minister Najib Razak, who is also the new finance minister, had announced foreign direct investments of only RM31 billion, he added.
The opposition leader slammed government leaders whom he accused of ’sleeping in broad daylight’ and of being in a ’state of denial’ as the world’s economy collapsed.
‘If the new finance minister is truly responsible, he must table a new budget,’ he said, adding that the government must review spending on mega-projects and roll out plans to handle any effects of the global turmoil.
Datuk Seri Najib took over the post of finance minister last month from Prime Minister Abdullah Badawi. Datuk Seri Abdullah had presented the 2009 budget at the end of August.
Datuk Seri Anwar said even neighbouring Singapore, with its robust economy, has fallen into a recession while Malaysia continues to insist it is able to weather the storm.
Both Mr Najib and Mr Abdullah were absent when Mr Anwar spoke.
Mr Abdullah told reporters elsewhere that the Malaysian banking system is not facing a liquidity crunch like banks in the United States and Europe.
He said Malaysia is ‘not going into recession at the moment’.
‘We have some very strong economic fundamentals. And we have very strong reserves. Our trade surplus is still strong…Our savings are also very high,’ he added.
The RM208 billion budget announced by Mr Abdullah in August outlined higher development spending that is expected to boost the fiscal deficit to 4.8 per cent of gross domestic product this year and 3.6 per cent in 2009.
Mr Anwar told a news conference during a Parliament break: ‘My concern is they are still in a state of denial. A responsible position would be to say, okay, we are having this crisis, it may come to recession, it may not come to recession, but we have to handle it.’
He claimed Mr Najib was preoccupied with approving projects worth billions of ringgit without tender instead of working to tackle the economic situation.
Mr Anwar pointed to ‘mega’ deals such as the RM11.3 billion high-speed broadband project, the controversial purchase of PT Bank Internasional Indonesia by Maybank, and the purchase of 12 new helicopters for the Defence Ministry worth RM1.5 billion.
He also slammed Mr Abdullah and Mr Najib for not being present during the debate, calling it a ’sheer arrogance of power’.
Mr Anwar was returned to Parliament after winning back his old seat in Penang in a by-election in August. He has been appointed by the opposition parties as Parliamentary Opposition Leader.
His targeting of Mr Najib is seen as a strategy to weaken the leader who has been anointed as the next prime minister when Mr Abdullah steps down next year.
Last week, the opposition said it may table a vote of no-confidence against the PM this week but yesterday Mr Anwar indicated it may abandon the plan in order to focus on the budget for now.
















we already know our faith on the first day najib took over the post of finance minister , we can now pray for your return , DSAI.
I dont know what to say. The state of affairs will remain status quo with this government Bohdowi or Najis alike. The problem is not with one man but the whole coterie of them, their objectives are very clear self enrichment and that of their cronies , so they care a damn about the budget as long as it is approved for spending by them to their liking. Of course continue like this and we will be a bankrupt nation soon, how soon depends on how much is siphoned.
There is only one thing to do i.e. for DSAI via Pakatan to take over the government and you can legitimise this by holding an immediate general election.
But keeping it status quo and making all these speeches and pointing out the problems and corruption (which we already know) will not achieve anything.
So if you can, DO SOMETHING BEFORE IT IS TOO LATE.
Remember the longer the govt is in their hands the more the damage, let it not reach the point of no return.
We still believe in you and REFORMASI. Don’t disappoint us. I am almost at the point of begging!

A brilliant speech at the parliament by Anwar. He has the facts and he knows what’s happening to the economy. This is the kind of leader Malaysia needs. Anwar looks very handsome and charismatic in coat and tie. He should walk around more in this attire to give him a more charismatic look. Hope Anwar reads my comment and start dressing ’smart’ from today onwards. As a leader you must look smart and speak with confidence. He deserves all the praise from all Malaysians. The world is just impatient to see him helm the country. Dazzle the people with your intelligence and soon you will win their hearts.

Agreed! he’s not only handsome and charismatic but very sexy too. He’ll be the sexiest prime minister in our time. Unlike some slackers, he’s intelligent too. Just look back at his history from his youth day as student leader untill now shows how mature and struggle he’s been through. Very charismatic, sexy and intelligent indeed. Saya setuju dengan saudara Khalid. Buat masa sekarang, BN masih sibuk dengan adengan pihan raya parti bukan ekonomi negara dan ini telah menunjukkan BN lebih pentingkan kuasa individual dan parti tersindiri. BN sebagai kerajaan, sepatutnya fokus kepada ekonomi negara. BN sepatutnya tumpukan perhatian kepada kegawatan ekonomi dunia dan berdebat dengan PR untuk mengeluarkan cara yang terbaik untuk mengelakkan kegawatan ekonomi yang akan terjejas Malaysia. Tetapi buat masa sekarang BN masih berlagak semacam ekonomi negara masih kukuh…itu, bodoh sombong namanya.
Kalau PM kata sistem perbankan negara masih kukuh dan fundimental ekonomi negara masih kuat, tolong terangkan bagaimana. Saya memang respect DSAI. Pengalaman beliau selama lebih kurang 8 tahun sebagai Menteri Kewangan tidak dapat ditandingi oleh Pak Lah dan Najib. Dulu DSAI kerja sorang saja, tak perlu ada Menteri kewangan No. 2. Sikap bodoh sombong kedua-dua PM & TPM amat mengecewakan dan boleh mengancam ekonomi negara.
Sambil lewa saja PM kata ekonomi kita OK, sedangkan ekonomi global KO!! Nanti “Dah terhantuk baru tergadah”…sepatutnya “Kita sediakan payung sebelum hujan”. Najib dah sediakan “Plan B” ker sekiranya kegawatan ekonomi berlaku?

Just be patient. This charismatic leader will be able to dazzle all Malaysians and become the next PM. There are peaceful ways and means to get things done. We have to respect the democratic process and any transition of power should be done peacefully. If it does not happen too soon, it will happen one day. Malaysia needs a two-party system which are equally strong to bring justice to all people. BN or PR, let the best party be at the helm. The choice is up to the people. At least, for now we can hear some sensible debates going on in parliament. We have an opposiiton leader who can talk sense and convince the people.

he plays his role as opposition leader effectively, think bout what he can contribute as a PM. Way better than Pak Lah I think.At least while he’s still in cabinet (and out of it) we never saw him sleeping at any occasion. It’s very embarassing to have a such PM..
To debate on the budget is for our own sake.I don’t have any confidence with our government concerns and priority to helps the citizens for better life ahead.
As the PM act as a coward to pass the responsibility as Financial Minister to his deputy during the global economical incertaincy.
Better for him to step down as a PM.At least this will shows that he still have his pride.. I bet if we’re in Japan, the PM will step down as soon as the general election result announced.I cannot see how a leader could lead peoples who have no confidence in him.

Memang dasat ucapan perbahasan Dato Seri mengenai budget tempoh hari. Kami amat kagum sekali. Kami percaya keseluruhan rakyat M’sia tidak faham dengan kerajaan ameno/be end ini. Mereka tidak akan berubah dan masih lagi sombong, bongkak dan angkuh. Mereka masih lagi hendak menipu dan memperbodohkan rakyat dengan mengatakan ekonomi negara ok walhal rakyat semakin hari semakin menderita dengan krisis ekonomi ketika ini…terutama kami dari golongan pertengahan ke bawah. Jurang antara yg kaya dgn yg miskin semakin ketara, harga barang tetap naik tanpa kawalan dsbnya. Apabila melihat TPM menjawab soalan YP Saifuddin Nasution semasa persidangan parlimen hari ini…kami cukup kecewa dan malu dgn jawapan yg diberikan oleh TPM. Satu jawapan yg begitu simple dan tak memuaskan lansung tanpa isi dan hujah2 yg padat. Kami percaya rakyat sudah tak sanggup dan tak lagi mampu mahu melihat kerajaan/pimpinan sebegini rupa. Najib is hiding behind Badawi’s “skirt”.

Sebelum 16 Sep, dalam bulan Ramadhan, DSAI beria-ia mendesak diadakan sidang parlimen khas untuk dia membuat usul tidak percaya kepada Pak Lah. Beliau juga mendakwa akan mengumumkan 31 MP yang sedia melompat ke PKR. Pak Lah kata kalau betul DSAI dah ada 31 MP tu sudah tentu dia akan merempuh masuk ke pejabat PM desak dia letak jawatan. Itu memang cara DSAI sejak puluhan tahun dulu.
Hakikatnya sampai hari ini tak ada apa-apa pun berlaku. Isu 31 MP yang dikatakan dengan lantang oleh DSAI semacam sudah tenggelam dan dilupakan terus. Sebaliknya DSAI bagi tarikh baru lagi - Disember. Sebelum itu, semasa di Kelantan, DSAI kata, “kita sanggup tunggu berpuluh-puluh tahun lagi untuk ambil alih kuasa. Cuma nak uji kesabaran tuan-tuan sahaja…” Bila ditanya berkaitan kata-kata DSAI itu, Tok Guru Nik Aziz menjawab, “tarikh tu tak penting, yang penting ia mesti berlaku. Mesti.” Agaknya Tok Guru Nik Aziz pun dah mula meluat dengan perangai DSAI yang asyik bermain dengan tarikh.
13 Okt 2008, Parlimen kembali bersidang. DSAI pun mula berucap selaku Ketua Pembangkang Baru (menggantikan Lim Kit Siang yang sudah tak larat nak membangkang). Heran. Tak ada pulak DSAI timbulkan bab ambil alih kuasa atau bab 31 MP yang nak melompat itu. DSAI terus menyerang bab ekonomi dengan mendesak Menteri Kewangan baru (DS Najib) buat pembentangan semula bajet 2009.
Kata DSAI, bab ambil alih kuasa diketepikan sementara kerana nak fokus kepada masalah ekonomi. Sebenarnya DSAI memang tak ada modal pun nak sebut pasal ambil alih kuasa. Nasib baik ada isu ekonomi. Dapatlah dia modal untuk bercakap dalam parlimen. Agak-agaknya kalau tak ada isu ekonomi, entah apalah agaknya yang DSAI akan timbulkan dalam parlimen.

When the time comes for you to be at the helm, please do us all a favour… decide whether you really want a truly unified Malaysia or a Malaysia with only Malays… Living with all the injustice to the other races and the arrogant Malays (in government) makes me encouraging my children never to come back to their homeland which was once dear to me. Malaysia belongs to me as much as the all other citizens.
I wish that I can shout loud so that the whole Malaysian’s can hear. THE RIGHT PERSON FOR THE PRIME MINISTER POST IS DSAI.
Bajet 2009 bukannya banyak problem sangat pun. Cuma sebab bajet disediakan dan dibentang awal sebelum mengambil kira masalah kewangan US. Kn bajet disediakan bulan Julai and masalah kewangan US ni bulan September. Yang penting sekarang revise balik bajet based on masalah global sekarang and bentangkan semula.
Malaysia ni perlukan lebih ramai intelek kewangan supaya nampak masalah seperti masalah kredit US lebih awal. We can take advantage before it happened.
