Anwar says govt fails to address issue of competitiveness in Budget 2009

KUALA LUMPUR: Opposition Leader Datuk Seri Anwar Ibrahim regarded the Budget 2009 as nothing new and that the government had failed to address the issue of competitiveness.

“It is nothing new. We reiterate that in the last four to five years, when there was global pressure and economic slowdown, the prime minister and Barisan Nasional (BN) were not able to provide new stimulus.

“The problem is that we have lost the competitive edge. There are no new foreign direct investments (FDIs),” he said, adding that problems of management and corruption were not dealt with,” he told reporters at parliament lobby on Aug 29.

For an oil-producing country, Malaysia continued to register deficit which would have been understandable for a country that has no recourse, he said.

“The issue is not giving sweeteners to Sabah, Sarawak and the poor because it does not commensurate with the big increase in inflation and high cost. What is given does not alleviate the problem and sufferings of the poor,” he added.

Anwar also accused Prime Minister Datuk Seri Abdullah Ahmad Badawi of failing to address the issue of competitiveness.

“We continue to be in a state of denial. We are not able to shift from the obsolete economic policy where there are rampant corruptions and fail to be more competitive because we are stuck with the old policies.

“I see no way where we can attract FDI. Without FDI, Malaysia cannot propel its economy. And this, unfortunately, was not addressed,” said Anwar.

I agree wif Anwar that a small reduction in personal tax do not have any effect or help the economy. Let’s say we contribute tax on a monthly basis wif an average salary of RM2K per month (provided there’s a reduction in tax from 27% to 26%) then the savings we derive from the reduction of 1% is RM20 per month. [we will have a savings of RM240 per annum in tax relief rite??] What can we buy wif RM240 per year??? Maybe a trip to pulau redang alone????? Notice that it will only benefit those wif higher income like above 5 figure income per month - then the saving from 1% tax reduction is a lot!!! but noted that 80% or more working adults in Malaysia draws a salary of less then RM2K per month, this tax reduction does not help any Malaysian to counter inflation. Only less then 20% of the rakyat earns more then RM6K per month, would be useless to counter inflation unless we can stop high income earners from pump-priming the prices at consumer level. Those earning RM6K will still continue to spend like nobody business because they’re already there up on top of the working hierarchy, ask them to resign from their posh job and start an SMI/SME business - I think no way!! So how does this encourage more Malaysians to be entrepreneur!!!

I still believe that the govt is up to the tricks of bluffing the rakyat that this is a business friendly budget. If the petrol price is increase by 30% in just 3 months - it should be countered by a tax reduction of 30% also if proper economic planning is done. To encourage more SMI/SME to grow - our govt should provide tax-free period of 5 years for all start-up companies irregardless of their profits. That will somehow cushion the impact of inflation otherwise no one will want to start their own business or if they do start business now - they will pass the inflation buck to the consumers by charging higher prices.

As for competition from overseas, our govt should encourage profit oriented society instead of wage base society. By increasing salaries un-neccessary, the govt is creating unproductivity, any increase in wages will have no effect on productivity but in fact reduce productivity as cost of production increase due to increase in wages. What our govt should do is to bild an environment that we have low basic salary but fat/higher commission for piecemeal results instead of high salary but no commission.(Commission is terms as incentives that each personnel is rewarded base on result obtained on certain HR formulas) We have a society that believes in high salary and do not want commission as commission will somehow reveal or reflect on the performance of the individual. By having low wage but high commission instead of fat salary but no commission - we will be able to improve productivity and also increase competition domestically and abroad and compute globally. It is well known that employees in local banks with low basic salary but given good commission performs better then those without commission but with high basic salary.

I also understand in theory that if we don’t give high salary then where is the govt going to earn their revenue as most of the govt revenues comes from monthly salary taxes obtained directly from salary deductions. But again, by having high salaries, or increasing salaries unnecessarily - the company will have to translate this fixed wage monthly cost the goods and services produced thereby increasing product prices and this will automatically increase inflation and rendered goods made in Malaysia uncompetitive thus reducing exports as our export product’s pricing cannot match those product by other countries. When international sales drop, so does salary increments and bonuses.

ok enough comments, I guess no govt would like to listen to my theory, anyway just to let you know, I am only 19 years old studying IT - can’t help to put in my fair comments to the Finance minister and the federal govt, as Malaysia economy is on the verge of collapsing, being a good Malaysian I do not want our economy ot fall out of competition anymore, vietnam thailand indonesia burma india are fast overtaking us in terms of efficiency and economic standings.

I honestly don’t know and I have been studying finance for over 10 years. At each individual level, there is not much we can do. But, I believe the government could have done more. Petrol prices, reduces excise duty on imported cars. Open up the market to encourage competition and thus efficiency. No more spending on infrastructure unless absolutely necessary. Japan tried and failed in their many attempts to recover from 92-02 recession through spending unnecessarily on infrastructure. Let the market develop by itself through minimal interference by the government. Look at Australia on how they handle their economy and at a great success. Malaysia could have done that, but of course the cronies will suffer. So, Datuk Seri Anwar Ibrahim, I am begging you to please arrange a coup d’etat so that Malaysians wouldnt have to suffer in the hands of incompetent leaders anymore. If you read the articles below, you could see the situations parallel to those of Malaysia, but our leaders are too stupid to understand. We are heading there and no one understands it, even if I try to explain to people, most of their reply was, “these things don’t affect me at all, that’s why I dont mind them”. How naive…

There is another article by the Economist on April 15th 1998 titled Japan’s Bridge to Nowhere. This is a good article about the path that Malaysia is heading. The only difference is that it happened to Japan 10 years ago. RM20 free electricity for the poor family???
How about those poor families have no electricity and water supply???
How much the poor will be benefited by this RM20.00???
What other things they can buy with RM20.00???
RM20.00 sangat besar untuk Pak Dollah!!!

We have see many factories, hypermarkets, retailers, petrol stations & etc have cut down the amount of employee obviously. Where have they go? What are they doing now? When they can have better life? Why they are not protected? How our BUMNO & CO. government going to look into this matter, UNEMPLOYMENT???

Stupid BoDohLah. Giving free RM20 electricity to the poors. He thinks that we are not aware that majority of the poors have no electricity supply in their houses, mostly in Sabah, Sarawak and Orang Asli settelments. So he saves his coffer by this upside down budget statement. He is making himself liable to step down and making Umno/BN to be replaced by new government of Pakatan Rakyat.

Congratulation to you on being elected MP for Permatang Pauh, and your appointment as the new Opposition Leader.

As for the Budget 2009, it was too obvious that Abdullah is borrowing time to remain in power and by giving out goodies to the poor and by giving out one month bonus to the civil servants. It is more like an election budget, but the timing was just not right. If this was done before the 12th. General Election or the recent by election at Permatang Pauh, the results may be different. In short Abdullah did not planned well.

One of the surprises was RM20 Electricity Bill given to all domestic users, if the bill does not exceed RM20. When he spoke on this during the budget speech, the camera was focus on Khalid Ibrahim, who had the last laugh, as it was obvious that Abdullah acknowledged the wisdom of Khalid to give free water to people in Selangor and Wilayah Persekutuan if the monthly water bill does not exceed RM20. The Minister of Communication and Water was totally against Khalid’s idea of giving free water to domestic users in Selangor and Wilayah Persekutuan and considered it as wastages. What is the Minister comment now that the Federal Government headed by Abdullah is giving free electricity to domestic users in the entire country.

Malaysia had long lost its competitiveness in terms of foreign investment. With all the advantages Malaysia could offer, Malaysia does not seemed to be attractive enough. Surely there must be some reasons for this. Without any doubt, some of these reasons are rampant corruption, bureaucracy, and the favoritisms of Federal Government to focus on states that are ruled by BN/UMNO.

    Dear Br. Anwar,

“We will force up the wages, which however will be of no benefit to workers, for we at the same time will cause a rise in the prices of prime necessities, pretending that this is due to decline of agriculture and cattle raising. We will also artfully and deeply undermine the sources of production by instilling in the workmen ideas of anarchy and encourage them the use of alcohol, at the same time taking measures to drive all the intellectual forces of the people from the land”…this must not happen during your time.

Philosophy of making money, not getting money should be establishes. There should be clear distinction between the financiers and the captain of the industries. I am sure Malaysia will soon come out of the current turmoil and prosper under the brilliant leadership of our future Prime Minister Br. Anwar Ibrahim.

The BN Government is afraid more cans of worms will be spilled by RPK so they banned his blogsite and because of this Present Moronic Government is corrupted and dirty therefore on the pretext of helping the Rakyats, they could swindle and plunder more money from the Budget Deficit 2009 and from which with most of the deficit Money coming from Petronas. Beware that the Money allocated is for their own BN Prime Minister’s and Cronies’ pockets expenditure and not for helping the Rakyats. Look for example at the Crystal Mosque’s and Mariner Club’s Fiasco in Terengganu’s Billions in Wang Ehsan, Billions had been lost as white elephants. Also Johore’s Scenic Bridge, Penang’s Second Bridge & LRT Projects are canceled at their whims and fancies at the last minutes and this very scenarios could happen again despite being the promised Projects in the Budget 2009 as anything could happen last minutes with the Flip Flop, Incompetent and Sleeping PeeM in Power.
The same could happen to all the empty promises of aid and help to the Rakyats these could all be lip service only unless it is monitored by reputable NGOs. On the irreversible Food Prices inflation, the unnecessary Moronic previous price hike on Petrol & Diesel had caused great permanent damage to the Food Price Structure and even if the price cut to Petrol and Diesel revert to their original prices prior to their hike, it will not revert the Food prices back to their original state and only the PeeM is to be solely blamed for his unwarranted Fuel Price Hike. His 2009 budget did not help the Rakyats’ quelled their immediate hardship suffered nor did that help them solve their Transport Problems immediately with multiple schemes but none available immediately with all the empty rhoterics but nothing concrete that could solve their immediate problems after years of neglect from this incompetent sleeping PeeM. Come Sept 16, 2008 send him home to sleep forever he is no longer needed.

working from an investment bank overseas, Malaysia like vietnam and cambodia is seen as a high risk investment country. The reason being absolute high degree of corruption and the tender process.

A high risk means that foreign investment in Malaysia will not be viable, especially with strong economic and stable growth from transparent thailand.

Furthermore, Singapore being relatively corrupt free, is an ideal location to be based, due to its infrastructue, public transportation, port efficiency and pro-business policies.

The budget does nothing. Badawi has not mentioned anything with relation to race equity…

Foreign direct investment in Malaysia is decreasing…

    Why?

The educated are moving offshore. The people with real skills and real competencies see better opportunities overseas. They see no need to return to Malaysia where, despite working hard, will get you no where due to the law. The Quota system and its racist filtering system has allowed Malays to enter relatively easily… but at what cost?

At the cost of quality and knowledge.

Furthermore, learning Bahasa Malayu is not a problem. But learning ONLY Malay will get you no where.
FDI companies require candidates to speak fluent english. I can not stress the importance in this globalised age, the importance of speaking english… it can only benefit the country! It should be made compulsory! It will in the end narrow the economic divide because english is the international language of politics and business….

Lowering the educational standards coupled with racially discriminative policies are un natural. Malaysia is losing its competitiveness because of the NEP imposition.. and sadly for BN, its too late.. :-)

I am no economics mahaguru. But I can see the focus is totally wrong. Can you imagine RM154b on administrative expenses and RM54b for development ??

DSAI is right . How can we attract FDI with this kind of budget?

The gula - gula that are being dished out are mere sweeteners and the rakyat fell flat for it. What AAB has used are steriods to prop himself above water. But as you know once the effect from the steriod wears off, you will see the old , limp and flaccid AAB again. Steriods are only good as a short term measure which is what AAB is trying to do. As we all can see , fundamentally , nothing has changed in the whole economy. AAB is not improving the economy . FDI must come in . Then new employment opportunities will be generated and this in turn will lead to higher employment. Development projects must be the number 1 priority. When the government spend on the development projects, more money will be injected into the economy and this in turn will spur consumption .

To put in simply , as the saying goes : give me a fish and I will eat for a day. Teach me how to fish and I will eat for life. Clearly AAB is merely giving out the fish without teaching the people how to fish. Why ? Because he don’t know how to teach the people how to fish.

For the rakyat, please be wary. You will feel the pinch after the steroid effect has worn off.

With all these money, where are they going to? Who are the one who implement them? Who gets the project and blah blah blah. As long as the same people implement them, we will still see the same problem. You can have lots of funds but if you dont have the right policies and people to implement them, it will all go down the drain. This is what is happening in this country. We have a bunch of warlords hogging positions, incompetent, damn arrogant, corrupted and stupid. Congratulations, money going down the drain again.

Plz continue with your struggle, we support you. Plz safe our country from these crocodiles. I know you are facing an uphill task which really is very tough but we the rakyat support you. You do not need to have super financial strength to win. The elections have proven it. Those BNs dump so much in the election, yet they lose terribly, wasted all their funds. Really disgraceful. A humiliating defeat. They have lost the support of the people. Sooner or later they will fall. Even if you are unable to form govt on sept 16, we will still support you. The trend is that BN is on the road of declination. I predict in the next general election, they will be wipe out by the new generation of voters. Just hold on, and they will fall sooner or later. Whatever it is, you have created history and the first to bash up BN and open the door so that one day our country will be rejuvenated and we will all stand united and be call Malaysian.

DSAI, you are extremely right. PakLah, BN & UMNO’s budget is politically motivated. It’s merely to secure the Sabahan & Sarawakian from jump over the sinking ship. Sabahan & Sarawakian views it as to make Taib Mahmud & Musa Aman to become richer and richer. Rakyat still maintain at the same or worsen in their poverty level. It really doesn’t help at all.

DSAI, Sarawakians in overall, are hate Taib’s regime long time ago. Ming Court case as an example. Now, Sarawakian included my immediate family losing our NCR. Datuk James Masing are the culprit and Taib’s dog to destroy the aborigines in Sarawak. Taib also use him to break up the PBDS because Taib hate Dayaks to develop either physically and educationally.

I knew that Sarawakian MPs who are look loyal to Taib & 7 Bomohs will defect anytime once their ship are sinking. At this moment, they keep aware and cautious since Ming Court’s case teach them and make them almost lost their political career.

What ever you mentioned above is very very true. I agree with you and i believe not only myself but the whole rakyat support what you have mentioned above. When the country faces deficit, by right they should have changed to a new policy to help to at least reduce the deficit but look the government is not doing so like you mentioned. we as the rakyat are very disappointed with the budget 2009.

Just a bit of sweetener hope to make us happy but indeed we are very very sad about it. Look at the Bursa performance since march 2008, worst performance since many years. No new foreign investors coming in due to economic instabilty and polictical instability. investors lose trust in our government and thus they rather choose our neighbour country to invest. So DSAI what can the country be helped when there is no improvement and no new economic policy changed to tackle all these problems. So funny to know that a country who produce oil but having deficit. where does the money goes to ?

He gave the poor with short term goodies. They extract almost everything from Pakatan Rakyat idea.As we know, BN has got uneducated ministers with them .Most of them didn’t even finish their secondary school education.

How to propel economy if Malaysia having an uncertain PM cum Finance Minister. Man of not his words (Hari ini cakap lain esok buat lain). Worst still PM is backed by 2nd Finance Minister introduced by Che Det because of from ’satu kapal’, this is not bollywood actor, people still remember how Malaysia lost RM11 billions via forex during your time in Bank Negara. This is how Che Det choosed his supporters, get the crooks to look after the wealth of the country. That is how Malaysia today. We need YB DSAI to amend all the nonsense around us now.

    streetfighter Reply:

I still remember this incident very clearly way back in 1992.

Back then the Bank of England was raising the interest rate from 8% to 10% to 16%.
George Soros was borrowing and selling the Pound and the 2nd Finance Minister / BNM was buying up all the Pound until the Pound crashed.

Even my non business graduate friends also know the relationship between exchange rate and interest rate. I don’t believe BNM with its team of crooked FX traders do not know this unless they have their own hidden agenda which I believe they do have.

    Need me to say more.

Its true as some of you have mentioned that the budget do not benefit a large proportion of the people. For eg my take home pay is around 2k…no allowances cos I am not in my co’s sales team. As usual a huge amount of the budget is to be spent on improving transportation. So far a badly planned LRT system and increased toll charges. The budget in my own opinion benefits either the very rich or the very poor to a certain extent. I see my employer benefiting but will the co. pass them down to her workers ? There are millions and billions of ringgit mentioned in the budget. But to me it does not help the realities of my problems. Static take home pay and increased inflation. That’s real.

  31. 31 mann Aug 30th, 2008 at 11:30 am

A full revamp of the whole system is the only solution that I can see here and not cosmetic short term goodies. A strong leadership not only respectable by the Rakyat but also by International Leaders and Community is the most important ingredient for an immediate increase of FDI. Look at China 10-15 years ago and now. Thats the most glaring example. Without FDI China would not be like today.

However in order to attract FDI there must be absolute CONFIDENCE in the eyes of the Investor. In order to do that the whole MESS in our country had to be sorted out and swept thoroughly from our backyard. Well, it would be most unfortunate if we would have to wait another 4 LONG YEARS !

Budget = corruption budget. It’s no point talking about budget. At the end of the day, we the rakyat do not feel any impact. Why? It is because all of the allocation has been siphoned out by politician and minister before it reach to us due to rampant corruption!!!

    Hmmm…

I did criticized to Pak Lah action in taking a commuter ride recently. As predicted. In the Budget, 20 minutes were spent on talking about billions to be spent on upgrading Commuter and LRT. I wonder which contractor will benefit from these billions…..

And the statistics….my God, all figures seems to had been plucked from the air. 380,000 people ride LRT Star everyday? Meaning back and forth should be 760,000 ride. If the train operate 17 hours there would be 44,705 ride perhour. If pertrip ride takes 10 minutes, there would be 7,450 ride in the train per one trip. Is that possible?

Our Govt is very well known with these BOGUS statistics. I suggest Pak Lah re-seat his statistics paper - and try to find logic behind all these figure rather than finding Imam Shafiee!

    streetfighter Reply:

AAB spent a day travelling on the LRT trying to understand the problem faced by the commuters.

He should go to Singapore and spend one week travelling on the city state MRT and understand how they interconnect their numerous lines linking the east and the west and how they plan their future extension of the existing lines.

Look at their MRT station for instance at Orchart MRT which has the heaviest ridership. At no time did the commuters has to line up to the road outside the MRT station. Look at your KLCC station at 1800hrs on a working day. The queue snakes up to the passage and spill onto the space outside the LRT station .

Why is this so? Because the Government do not plan and think ahead. Today I want to connect to KLCC - so built to KLCC without the foresight of the future increase in human traffic and the future expansion of the LRT lines.

This is what the Government has been doing : flip flop and no fore sight . Don’t think ahead. Just think of what they can scrap from the bottom of the barrel.

It is not too late to learn.

DSAI, there are a lot more issues which you can address after you become the PM. AAB has lost his foresight.

We have borne all its atrocities for 51 years until the ‘last straw on the camel’s back.’ It’s time for change and DSAI and PR are the best option we have, En Rahim. Even if you’re in DSAI’s place I’m sure you are going to help some of your own people as well, provided they qualify. Of course you wouldn’t go to the extreme of helping someone like Saiful, a drop out to gain a scholarship would you? If PR is involved in scandals like the Altantuya murder, PR should also make its exit as fast as it made its debut, don’t you agree? This is not a perfect world, therefore we have to give way to minor flaws in persons, so please do not judge anyone too harshly, even though we know DSAI has made mistakes in the past.

Turth nothing new. For example RM35bil for public transport improve its efficiency. I take bus “Rapid KL” to work. From day one until now Rapid KL was implemented it shows no improvement. Instead it gives those who take bus frequently a lot of headache. The phase public transport improve or to improve public transport is nothing new. This phase has been used many times. Also example before & after office hour buses U40 are alway packed like sardine. Maybe this few months you can see the public transport is good because it is fresh from budget. After 3 or 4 months it will definately come back to the same. Sometimes we have to wait for more than an hour. It shows no consistence. So do not tell the same story. DSAI, one of your policies states that if you become prime minister, you will decrease the price of petrol….

You can do this in the short term, but inevitably due to the law of diminishing returns within the fossil fuels market, the price of petrol will inevitably increase.

What i suggest you do is decrease the price of petrol and increment the price in line with the global market for crude… have a strategic oil plan, which will phase out the reliance of petrol, and introduce hybrid technologies giving tax incentives….

Public transportation is still a very big issue. So much money has been spent on useless developements such as Putrajaya…. that money could have been used to create a city circle subway link, and various other subway systems for KL… it would be expensive, but it would be world class.

Monorails are not viable for mas transit. If you look at the major cities of the world, they all have subway systems for a reason… so we should perhaps develop such systems and learn from other countries.

budget pengangkutan awam: not good. less focus on improving from inside (improving quality and “time management for drivers” discipline and punctuality manners), but rather, adding more buses? furthermore, AAB baru nak menerima hakikat bahawa pengangkutan awam kita (komuter LRT) dah teruk, wei, orang dah merungut bertahun2 la pokcik oi~ and the statistics too. mengarut gile. RapidKL pun makin mengarut. huh~

for smokers: dorang nak naikkan cukai rokok lagi tinggi, and expect those smokers to stop? klu nak tau kenapa dorang semua merokok, dorang merokok sebab nak release dari life pressure. kenapa dorang pressure? sebab dorang runsing. sebab dorang takleh cope dgn harga barang naik, inflation, minyak, and ol those things. Oh AAB, u should see this long time ago bfore you become PM kut. nape ler tak mo ubah masalah dari dalam, but rather applying nicotin patches to everything. LOL

    overall: 20% = new “hope”
80% = pretty dysfunctional sweeteners, aiyo, boleh kena kencing manis loo

I am not interested at all on the recent budget by our PM.
all the BN MPs are smilling as wide as they can, cause they know that the figure is so huge and they will get their share of that amount.

well, as a normal malaysian, i’ll just keep supporting the new forces by DSAI to change the government and i’ll keep believing that someday..somehow..i can’t stand proud to face the world telling them that i am from Malaysia, I’m not a malay, but i’ll fight until my last breath to defend my country in time of trouble…lets believe..in brotherhood..together towards prosperity!!

  60. 60 SURAT DARI RAKYAT KPD AHLI PARLIMEN BN Sep 1st, 2008 at 7:07 pm

Salam..pastikan artikel berikut sampai ke tangan SEMUA ahli parlimen BN.
Setiap dari kita mainkan peranan. Taburkan disemua blog2 termasuk blog Khir Toyo dll..

Ape kata bulek? ……. trail & error.
Justeru harus trial duluan dong, sebelom fine tuning to perfection.

    Teruskan perjuangkan dong
