Anwar: Fundamental flaws remain

The Budget 2009 unveiled by Prime Minister Abdullah Ahmad Badawi today has failed to address‘fundamental flaws’, according to new Opposition Leader Anwar Ibrahim.

“There are some sweeteners here and there but it fails to address some fundamental flaws in the economic policy, issues of efficiency, governance and endemic corruption,” he told reporters at the Parliament lobby after the PM’s budget speech this afternoon.

He said these sweeteners do not commensurate with the vast increases in inflation and living cost. Hence, he added, the largely disappointing budget will not alleviate the problems and suffering of the poor.

The Budget 2009 was the first time for Anwar - who was newly sworn in as the Permatang Pauh MP yesterday - to be present in the House since 1997.

In 1997, Anwar who was then the deputy premier tabled Budget 1998 in his capacity as the finance minister. He was sacked from government the following year after an acrimonious fallout with then premier Dr Mahathir Mohamad.

‘We’re stuck in the old policy’

Elaborating on the Budget 2009, Anwar said the issue of competitiveness was not addressed.

“We continue to be in a state of denial. We are not able to shift from the obsolete economic policy, the rampant corruption and the failure to become more competitive because we are stuck in old policies.

“I see no way how we can attract foreign investment. Without foreign investment, Malaysia can’t propel its economy and unfortunately this is not addressed,” he said.

Other than foreign investment, Anwar also regretted that the “endemic corruption, the tenders awarded to cronies and their families, failure to cut cost and be more efficient” were not addressed.

He explained that it was an ‘exceptional case’ for Malaysia to continue to record a expansionary and deficit budget since the country is an oil producing country.

“Malaysia is the only country that continues to register a major deficit. It is understandable for a country that does not have resources (but we are not),” he said.

Meanwhile, Anwar rebutted Abdullah’s criticism towards the end of his speech where the premier hit out at the opposition for trying to seize power through “illegitimate means.”

The PKR supremo has consistently claimed that the opposition alliance Pakatan Rakyat which he leads will obtain an extra 30 seats through defections from BN MPs - and then take over the federal government.

Anwar said the premier made these remarks because he was worried about the possible crossovers.

“They still have the audacity to talk about democracy and to preach about democratic process. Mind you, democracy means in terms of governance, an independent judiciary and free media which they don’t have.

“To my mind, it is really disappointing they have not seen the demand and the vast calls for reforms,” stressed the opposition leader.

What other Pakatan leaders say

Lim Guan Eng (DAP-Bagan), Penang chief minister:

(Our hope for a) RM200 million soft loan for heritage conservation has not been met. Instead, there is a RM15 million allocation for both Malacca and Georgetown. It’s a good start but I think it is still insufficient. Heritage conservation is quite an expensive business, it’s national pride. The Penang state government feels that much more resources should be put into this.

We are also disappointed there is nothing about the Mengkuang dam (in Penang) being mentioned. This is very critical for Penang’s water needs. We were hoping that (Abdullah) will announce the construction of the RM1 billion dam so that we can ensure Penang’s water supply, otherwise we may have critical water shortages in 2012.

In that respect, we are disappointed that Penang has not been given its due attention. We will continue to be hopeful and continue to ask the prime minister to reconsider.

Kamaruddin Jaffar (PAS-Tumpat), PAS secretary-general:

The high deficit this time shows inefficiency in the government system. We are also surprised that the premier did not take the opportunity to announce anything about petroleum prices because if his idea is to counter inflation, the fastest and most effective means would be to cut back petrol prices at the kiosk level - but they have not chosen to do that today.

The pump priming of mega projects were still announced. We are concerned with that as we believe most of them have been awarded through direct negotiations and therefore yet again, inefficiency creeps in. The public is not getting their money’s value.

This is a post-Permatang Pauh (by-election) budget.

Liew Chin Tong (DAP-Bukit Bendera), DAP strategist:

This is the biggest ever budget. Anwar’s last budget, Budget 1998 was only RM68 billion. Budget 2009 costing RM207 billion is a huge jump from last year.

This is an election budget at the wrong time. However, we can see the prime minister has taken a cue from Pakatan, such as the electricity fee waiver which is similar to the water tariff waiver implemented by the (Pakatan-led) Selangor state government.

However it is a good thing - a learning process for (the BN-controlled) government and now there is competition for better policies.

Another interesting thing to note is the development allocation for the Prime Minister’s Department has increased tremendously from RM3.6 billion last year to RM10.22 billion this year. This is a fund to buy over the MPs and to do politically linked works.

    askum…apsal suma komen aku xlepas sebelumni…sbb aku x mendewa2kn anwar ibrahim ke…jd satu kesalahan pulak ka kalau nk jadi neutral…mcmana nk memperjuangkan kebebasan bersuara jikalau diri sendiri x praktis…a great leader should be able to face any comment from the people…not only their die-hard supporter…some people choose to be neutral so that they can open their minds and do the thinking first of every words coming out from their leader

    Hang emosi sangat.. Takde sapa nak dewa2kan sesiapa. Kita memerlukan pemimpin, dan mengharapkan seorang pemimpin yang benar2 ada visi dan misi yang jelas untuk rakyat. Kita sentiasa menyokong selagi ianya berada dijalan yang betul.
    Adakah rakyat kebanyakan menentang kerajaan UMNO-BN sebelum ini (80-an, 90-an awal)? Tidak, sebab semasa itu keadaan masih tidak seteruk sekarang ini. Sekarang telah jelas korupsi merata dalam politik BN-UMNO, islam di pandang remeh dan macam2 lagi. Maka, jika tiada pemimpin yang berani bersuara, hancurlah Malaysia dan rakyat. Suara individu rakyat takkan didengar oleh pihak pemerintah yang semakin ego, jadi, pemimpin yang boleh membawa dan mendapat sokongan seluruh suara rakyat diperlukan. Tidak lain tidak bukan, DSAI adalah yang paling berkaliber setakat ini. Tida isu mendewakan sesiapa. Pengikut tortok UMNO hanya menganguk shaja apa yang pemimpin mereka lakukan, walaupun salah.

    PAsal Budget saya tak nak komen apa-apa sebab saya jahil pasal ekonomi..cuma saya risau dengan kesihatan DSAI

    Saya dapati DSAI sejak kebelakangan ini agak kurang bertenanga . Mungkin kerana terlalu penat bekerja keras semasa pilihan raya. Saya simpati melihat DSAI terpaksa di pegang setiap kali menaiki anak tangga…

    Datuk ambil lah masa sedikit untuk berehat… kerana kami tahu DSAI akan bekerja dengan lebih keras selepas..jaga kesihatan DSAI

    Yeah the budget 2009 is nothing much to shout about. Govt servants and old pensioners are well cared for…and also low income group..but what about those middle-income group…they form the bulk of the rakyat…a real populist budget esp for Sabahans and Sarawakians, but is this too late?
    If this budget was presented last year, maybe BN would have a slightly better chance of winning better on 8Mar. The damage has been done, lets see if it will help bring inflation down…which I think may not since fuel price still too high to cause any impact for that.
    The main reason for not willing to bring down fuel price is that PM prefers rakyat to continue as long as possible to use LRT and the coaches(new order of coaches is on the line) of which are controlled by Scomi the family’s company. Until now, everything that is done is in consideration of Bodowi’s and Umno cronies’ pockets!!

    Untuk maklumat semua, kami di “rumah panjai” (long house) yang saja guna bil elektrik kurang RM20. Nak tahu sebab apa? Kami tidak dibekalkan dengan elektrik oleh kerajaan, yang ada hanyalah bekalan letrik oleh (private operator). Itu pun tiap tiap pintu rumah hanya ada satu lampu flouresent and satu tv kecil bagi yang mampu. Sebab itu kami hanya bayar RM10 sebulan. Lampu hanya dinyalakan mulai jam 6 petang hingga jam 10 malam.

    Apai sangat sedih tenggok keadaan Rumah Panjai Apai. Dula masa dalam askar Apai seronok boleh hidup dalam kem askar ada letrik 24 jam. Sekarang, Apai dah pencen balik kampong hidup dalam kegelapan.

    Bagi Apai, kalau bagi free letrik RM200 pun tidak ada kesan. Sebab kami tidak ada punca letrik oleh kerajaan. MERDEKA tahun ini rumah Apai masih gelap…

    Budget? macam Budget Hotel aja!… macam low cost punya budget , kata Ekonomi bagus!…….. belanjalah besar besaran supaya ekonomo dapat di pacu. ini belanja terpilih aja kaki tangan kerajaan aja yang di beri kemudahan kami yang kerja kilang bagaima? kalau tak dapat bantu kami beri kami tubuh union perkerja kilang biar kami tuntut gaji dengan tulang empat kerat kami nak tunggu UMNO jangan harap semua nak tolong kaki tangan kerajaan dan yang pencen aja. habis kami pakatan rakyat nak makan apa kumu anak tirikan kami ya? UMNO amalkan kasta. kenapa kita dah bertemadun tetapi UMNO dan PR ibarat antara dua darjat.

    saya dah kerja kilang sejak sebelum merdeka lagi tetapi apa insintif yang kami dapat dari perikatan dan UMNO. Insintif hanya diberi pada Keroni kelas atasan sahaja. dimalaysia ini ada beratus ribu kilang dari kilan haram sampai kilan halal dari tempat simpan pendatang sampailah kilang dijadikan tempat sinpan barangan kawalan(makanan) untuk disorok.

    Pada kita budget kali ini sama aja tiada sebarang perubahan yang diharapkan dalam suasana ekonomi global yang mencabar ini, malaysia masih adakan budget yang low cost macam air asia. untuk memacu ekonomi taburan hak hendaklah sama rata bukan terpilih sahaja. UMNO oh UMNO u umpama tong kosong .

    (Lembab Kuantan ) adalah penting untok ekonomi baru seperti mana pembukaan Klang dan pembangunan lembah kelang hinga Kuala Lumpur. Negeri Selangor telah maju dan sesak. Oleh itu Kuantan adalah penting.Feri untok keSabah/Serawak patut dibuka dan diperbanyakan untok jana/ hubong ekonomi antara S/Malaysia dan juga integrasi kaum
    untok kemajuan wilayah itu. Negeri maju dalam Malaysia digalakan invest dilembah Kuantan.Tujuannya adalah untok kembangkan perniagaan Malaysia ke negara-negara di Pacific spt Amerika/Amerika Latin.(Kapal tanpa ke Singapura/ Port Kelang.)terus dari Kuantan sahaja.Pembangunan ini dapat jana ribuan pekerjaan dan juga FDI.Barangan dari lembah kelang melalui Lebuhraya baru Gombak/Kuantan ke Kuantan.

    Semoga pengambilan kerajaan pada 16 September 2006 menjadi kenyataan. Barulah rakyat kita dapat menikmati kemerdekaan yang sebenarnya. Saya minta MCA, Gerakan, MIC dan parti-parti di Sabah dan Sarawak fikirkan masa depan anak cucu kita. Jangan biarkan mereka menderita terus menerus di bawah pemerintahan BN yang korup dan hanya mementingkan segelintir golongan di atas. Sedarilah dan beri sokongan anda pada Pakatan Rakyat. Jika sekiranya Pakatan Rakyat tidak memenuhi hasrat kita seperti yang dijanjikan, kita tunjukkan kuasa rakyat (People Power).

    Saya dari seberang tambak Johor, ni tak boleh lah nak komen tentang budget ni, DSAI sendiri adalah pakar (Mantan Menteri Kewangan) jadi taulah beliau nanti membahaskan nya didewan.

    Apa yang menarik hati saya, ialah kenyattan Pak Lah tentang orang BN nak berpindah parti. Nadanya macam marah pun ada, macam takut pun ada. Kenapa pulak tak demokrasi, kalau sesaorang itu ingin memilih kebaikan, malahan bagi saya, lebih demokrasi lagi menukar parti, daripada memelihara pengundi hantu (Kena tangkap 5 bas)

    Untok DSAI ucapan tahniah diatas kejayaan besar selasa lalu.

    Alhamdulillah, Permatang Pauh berjaya diharungi. Tahniah DSAI dan jentera perubahan, kecil atau besar setiap sumbangan dalam apa jua bentuk adalah sumbangan kepada masa depan Malaysia.Semoga setiap usaha kita diberkati Allah SWT.

    Seperti saudara Ravi dan Kamaruddin, saya dan keluarga juga perasan yang DSAI perlu dibantu menaiki tangga atau pentas sepanjang kempen sewaktu di kampung kita, Permatang Pauh.     apa pun saya rasa sangat amat bersukur kerana DS dah ada kat parlimen.sekurang2nya sdh dpt menegakan kebenaran dn hak rakyat.Wlu bgi mna pun bajet hari ni memang la BAJET SEMPUT DN NAZAK.
    harap2 akan dtg dkt parlimen dgn adanya DS, org2 spti nazri,son in LAW OF PM ,bung blh belajar sopan sktla malu la tngk org BN ni ckp x pro lngsng bkn melayu namanya x de sopan SO HUMILATING N DISGRACE TO MALAYSINS.     Wage-Based Society Vs. Commission/Profit Base Society (anyone wants to argue on this theory?)

    I agree wif Anwar that a small reduction in personal tax do not have any effect or help the economy. Let’s say we contribute tax on a monthly basis wif an average salary of RM2K per month (provided there’s a reduction in tax from 27% to 26%) then the savings we derive from the reduction of 1% is RM20 per month. [we will have a savings of RM240 per annum in tax relief rite??] What can we buy wif RM240 per year??? Maybe a trip to pulau redang alone????? Notice that it will only benefit those wif higher income like above 5 figure income per month - then the saving from 1% tax reduction is a lot!!! but noted that 80% or more working adults in Malaysia draws a salary of less then RM2K per month, this tax reduction does not help any Malaysian to counter inflation. Only less then 20% of the rakyat earns more then RM6K per month, would be useless to counter inflation unless we can stop high income earners from pump-priming the prices at consumer level. Those earning RM6K will still continue to spend like nobody business because they’re already there up on top of the working hierarchy, ask them to resign from their posh job and start an SMI/SME business - I think no way!! So how does this encourage more Malaysians to be entrepreneur!!!

    I still believe that the govt is up to the tricks of bluffing the rakyat that this is a business friendly budget. If the petrol price is increase by 30% in just 3 months - it should be countered by a tax reduction of 30% also if proper economic planning is done. To encourage more SMI/SME to grow - our govt should provide tax-free period of 5 years for all start-up companies irregardless of their profits. That will somehow cushion the impact of inflation otherwise no one will want to start their own business or if they do start business now - they will pass the inflation buck to the consumers by charging higher prices.

    As for competition from overseas, our govt should encourage profit oriented society instead of wage base society. By increasing salaries un-neccessary, the govt is creating unproductivity, any increase in wages will have no effect on productivity but in fact reduce productivity as cost of production increase due to increase in wages. What our govt should do is to build an environment that we have low basic salary but fat/higher commission for piecemeal results instead of high salary but no commission.(Commission is terms as incentives that each personnel is rewarded base on result obtained on certain HR formulas) We have a society that believes in high salary and do not want commission as commission will somehow reveal or reflect on the performance of the individual. By having low wage but high commission instead of fat salary but no commission - we will be able to improve productivity and also increase competition domestically and abroad and compute globally. It is well known that employees in local banks with low basic salary but given good commission performs better then those without commission but with high basic salary. Another e.g. is China, even with low salary their productivity is up and the companies can still make a handsome profit - for those who wants to be rich and a millionaire then goto into SME/SMI business in China instead of working for people. China now produce more millionaires then Malaysia although China at one time is 10X more poorer then Malaysia bout 20 years ago.

    I also understand in theory that if we don’t give high salary then where is the govt going to earn their revenue as most of the govt revenues comes from monthly salary taxes obtained directly from salary deductions. But again, by having high salaries, or increasing salaries unnecessarily - the company will have to translate this fixed wage monthly cost the goods and services produced thereby increasing product prices and this will automatically increase inflation and rendered goods made in Malaysia uncompetitive thus reducing exports as our export product’s pricing cannot match those product by other countries. When international sales drop, so does salary increments and bonuses. (note. all the company gotta do when employees demand higher salary is by passing on the increase cost of salary to the consumers by charging higher prices for the products and services they provided)

    ok enough comments, I guess no govt would like to listen to my theory, anyway just to let you know, I am only 19 years old studying IT - can’t help to put in my fair comments to the Finance minister and the federal govt, as Malaysia economy is on the verge of collapsing, being a good Malaysian I do not want our economy ot fall out of competition anymore, vietnam thailand indonesia burma india are fast overtaking us in terms of efficiency and economic standings.

    budget 2909 nampaknya akan memberi banyak kekayaan kroni barisan najis apabila mengumumkan bodowie lebih banyak pembangunan tapi di belakang itu siapa kalau bukan kroni. Bagaimana rakyat terbanyak? harga barang tidak juga turun. Inilah buudget macam Mugabe hanya untuk kroni. Kenapa polis? Kesihatan? Bagaimana guru yang banyak berjasa kepada anak bangsa tidak diberi elaun kritikel? sedangkan guru hari ini banyak terdedah dengan kurang siuman ibu bapa dan masyarakat.Manamenteri pelajaran yang macam tunggul itu nak bela guru> Bodoh punya meteri pelajaran?

Also Johore’s Scenic Bridge, Penang’s Second Bridge & LRT Projects are canceled at their whims and fancies at the last minutes and this very scenarios could happen again despite being the promised Projects in the Budget 2009 as anything could happen last minutes with the Flip Flop, Incompetent and Sleeping PeeM in Power.
    The same could happen to all the empty promises of aid and help to the Rakyats these could all be lip service only unless it is monitored by reputable NGOs. On the irreversible Food Prices inflation, the unnecessary Moronic previous price hike on Petrol & Diesel had caused great permanent damage to the Food Price Structure and even if the price cut to Petrol and Diesel revert to their original prices prior to their hike, it will not revert the Food prices back to their original state and only the PeeM is to be solely blamed for his unwarranted Fuel Price Hike. His 2009 budget did not help the Rakyats’ quelled their immediate hardship suffered nor did that help them solve their Transport Problems immediately with multiple schemes but none available immediately with all the empty rhoterics but nothing concrete that could solve their immediate problems after years of neglect from this incompetent sleeping PeeM. Come Sept 16, 2008 send him home to sleep forever he is no longer needed.

    Budget ni tak ikhlas, nampak sangat macam nak membeli rakyat, a post Permatang Pauh Budget. Banyak mana dia nak bagi kita ambek lah buat masa ni(pending 16 Sept 2008)but that does not change the fact that they, BN, are rotten to the core! Katakan tak nak BN!

Menang cara haram, jadi PM dan menteri haram, beri anak bini rezeki haram. Buat kerja haram hingga membelakangkan Islam dengan sumpah2 haram.

    The economic policies in the country for the last decade seem to be bias and benefited only high-class people in the country. It seems that the country’s resources are only owned by the family members of BN leaders; cronies. Now, it is the time for opposition leader to re-construct new economic policies in which benefited the whole Malaysian population; specifically to be concentrated more on hardcore poverty, lower income group and new generation program. Let the high-class group to be independent from any government incentive and let them to be competitive internationally.

    Budget gula2 getah untuk rakyat sabah dan serawak…Cuba kerajaan pusat bagi 20% hasil minyak kepada sabah dan serawak…baru betul..takat bagi rebar RM20 untuk bil letrik apahal..Kerajaan Selangar nak bg 20m3 air percuma pun depa dok hantam..macam2 kata..last sekali ikut jugak idea kerajaan selangor..lihak tan sri khalid senyum pasal tu..kata dia ikut jugak idea aku no PAK LELAH

    Dalam pembentangan Belanjawan Negara 2009, tugas Pak Lah hanya membentang, iaitu hanya membaca sahaja, macam kanak-kanak sekolah yang disuruh membaca oleh gurunya!Pembentangan bajet itu dibuat oleh kononnya ‘think-tank’ yang mungkin dipilih oleh Pak Lah sendiri! Jadi, tidaklah hairan jikalau terdapat beberapa perancangan ekonomi akan datang akan lebih memihak kepada kroni-kroni BN/Umno supaya mudah mereka memanupulasikan ekonomi negara untuk menggemukkan ‘dana’ mereka.     Hospital nowadays is the gate to death, not a healing place anymore especially for the critical cases.Ignorance, dishonest etc… can take away a life easily. Waiting queue too long…. even a dinasour will be dead! So wait for what MOH??, get budget to solve problem…or else MOHealth will become MOHell.So disappointed!

    For eg, waiting queue for brain surgery.Is it only a matter of Shortage of Good Medicine & Doctors & Poor management ?Need another operation threatre? Where is the BUDGET?? Come on, PM!You haven’t seen the suffering with your eyes, i bet!!

    i will salute him if he fund another op room in hkl !!! The lives of patients is overlooked easily! poor guy, us.

    What an UNCARING budget. LIFE IS AT STAKE!! Patients laid dead while awaiting surgery for too long….!Instead of attending seminars and politicking here and there, why can’t neurosurgeons operate daily?? ONLY TWICE A WEEK atm in HKL !

    saya nak komen skit, nape DSAI pakai baju melayu mcm tu.. dengan baju melayu di luar sampin. Ada sebab2 tertentu ke? Saya lihat masa DSAI di Parlimen khamis lepas begitu, hari jumaat pun begitu. Saya rasa imej pemakaian seperti ini agak tidak rasmi dan nampak kurang manis.. Harap DSAI muncul dengan baju melayu yang lebih segak sesuai dengan bakal PM ke 6. Sekadar beri pandangan
