ACA delves into IT project involving firm with Israeli directors

KUALA LUMPUR: The Anti-Corruption Agency (ACA) is investigating howa little-known IT company with little experience became the local partner in the RM1bil project to upgrade the Royal Malaysian Police’s communication systems from analogue-based to digital.

The project has since been scaled down.

According to sources, the ACA was also probing how a Singapore-based company, several of whose directors are Israeli nationals, was awarded a slice of the project when it was against the Government’s directive to do so.

The Israelis are said to be former officers in the Israeli Air Force.

The upgrading of the communications system would enable traffic policemen, those in mobile patrol vehicles and beat-duty policemen to communicate with each other and with their control centres.

The sources said the authorities had begun their preliminary inquiries into the companies to ascertain whether there was any irregularity in the awarding of the project and whether they could pose a security risk.

They said the ACA would call up several people, including police officers and senior government officials to assist in investigations following allegations that the company does not possess the requisite expertise.

It is learnt the Home Ministry had first awarded the RM980mil upgrading project to a well-known multi-national company in February.

However, in March, the company was informed that a local IT company had been appointed as local partner for the project, causing eyebrows to be raised.

With the latest development, sources said the IT company’s involvement in the project has since been limited to enable further discussions on the matter.

Inspector-General of Police Tan Sri Musa Hassan said police were aware of the involvement of the Israelis in their communications systems upgrading project.

“We informed the Home Ministry as soon as we learnt about it,” he said, declining to elaborate.

It is learnt that the Government has decided to scale down the project for the time being and had only approved its first phase, estimated to cost around RM42mil.

The IGP had last October announced that the police planned to equip their personnel with hand-held computers, and micro-cameras fitted into walkie-talkies, as part of a massive plan to beef up the force’s capability.

He had said the police wanted to use such high-tech devices and set up a network of camera surveillance systems to fight crime more effectively.

Musa said the force needed to have an e-solution system that would enable them to communicate with police helicopters, airplanes and marine police as well as with their mobile police vehicles.

“The Bukit Aman control centre will use the latest high-tech devices and communication systems to relay, monitor and coordinate operations throughout the country,” he said.

    Why make a big fuss about the involement of Israeli’s in upgrading of facilities to bring down the crime rate that will ultimately benefit the entire Rakyat?!!! Look! my dear brothers!, ask yourselves this question…how was it possible for the Israelis to be where they are today if not for their firm determination to be self reliant? Stop bluffing yourselves and, if you people do not have an ego as big as yourselves, try and emulate from these people for the betterment of your countrymen!!!

    Please tell your prevailing government, SODOMY is not going to get Malaysia to achieve its target of 2020!!! Whatever that means!!!

    Seems to me all this expenditure – RM42 million or what – has only 2 purposes :

    One, to enrich the coffers of UMNOPutras,

    Two, to render this country into a police state whereby the UMNOPutras will rule forever. The current bias, prejudicial, partisan, and grossly unprofessional performance of the Police does NOT warrant any more mollycoddling via such sweeteners and oodles of monies for them. It will only be used against the people of this country.

    I say, stop it. Stop this useless exercise. Until and unless the PDRM is revamped and reformed, tighen further development funds for them. They do not deserve it.

    How can such a small company team up with a foreign company for such a costly project? Apa ini pun macam Scorpene deal ke? Hey Albozo what is your cut in this?

    The very personnel involved are high grade military experts trained in intelligence techniques which is what landed them with these contracts in the first place.

    Malaysia can’t and should not be pretentious about this in fact the ACA isn’t enough to probe this blunder.

    These folks were let into our bosoms which means that they will have access to every aspect of Malaysia because this is what the current police force have at the moment even constitutional powers over our Military.

    Can I spell the consequences out more plainly – whereas in any other state in the world heads will be rolling and rest assured it will not be deputies or associates but the upper most.

We had spent millions to fix traffic cameras but now no use. We had spent million to buy speed detector – but cannot summon singaporean cars for speeding on our highways.     Hi guys
    We are commenting wrongly on this story here as appeared in The STAR . The issues is about how come a small IT company obtained such a big project. The projects they are referring to here one is Police Reporting System which handles all the police reports and the upgrading of the walkie talkies system of PDRM. The company in question is Masterplan Consulting Sdn. Bhd. which was awarded the PRS project with a Israel linked company as a subcontractor. The walkie talkie project is awarded to Motorola on a direct nego valued at RM980 million and Motorola named Masterplan who has zero experience in telecommunication, as their local partner. The award to Motorola was hastily given just before election at double the actual cost according to market source. Why double the price? What is the consideration? Since this is direct nego obviously there was no price comparison . Is a little known IT company a front for Motorola for payoff? Who are the people behind this scam?

    Just a matter of observation, Motorola has a company in Israel, Motorola Israel Ltd, which develops a wide range of radio communication equipment, including the digital walkie talkie.. The company main activities are the design and development of products for worldwide marketing and manufacture, and the the sale and maintenance of Motorola communications and systems. Think about that.
